SummaryThis position is located inthe Department of Homeland Security, United States Coast Guard, Director of Operational Logistics (DOL), Office of Resource Management (DOL-8), Norfolk, VA.ResponsibilitiesThis position serves as Chief, Office of Resource Management (DOL-8) and reports directly to the Deputy, Director of Operational Logistics (DOL-d). The Chief is responsible for all of DOL’s resource management matters, including out year planning and programming and current execution year activities. This includes all programs under DCMS supported by Coast Guard Bases/Detachments and requires frequent engagement with other Resource Management Offices (CG-8, LANT-8, PAC-8, DCMS-8, DCO-8), Major Field Comptrollers (SFLC, ALC, SILC, C5ISC, PSC, HSWLSC, FORCECOM), and Other Government Agencies (primarily DHS and DOD and their subordinates).Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providingauthoritative and comprehensive advice and assistance to ensure the integration and validation of budget programs and institutionally managed requirements. Establishing andadministering procedures within DOL for the proper review for resource requests and execution of allocated Coast Guard budgets. Preparing and contributing to reports and other presentations on program planning and evaluation. Exercising supervisory/managerial responsibilities for geographically dispersed office staff. Conducting organizational planning studies designed to improve management systems and solve problems involving mission-critical policies, organization, workload, resources, procedures, and methods. Providing expert advice and guidance on the most challenging problems facing the agency, having responsibility for a program of national or international scope and impact, such as justifying or settling matters involving a significant and controversial program policy.RequirementsConditions of EmploymentU.S. Citizenship is required.Males born after 12/31/1959 must be registered for Selective Service.A one-year supervisory probationary period may be required.This position requires a Secret clearance.All qualification requirements must be met by the closing date of the announcement. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.QualificationsTo qualify for the GS-15: Applicant must have one (1) year of specialized experience at the next lowest grade level (GS-14) equivalent to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Examples of specialized experience includes: Supervisory funds management and accounting to include tracking spending rates across multiple lines of accounting at various units, reviewing field funds allocation, providing guidance to field comptrollers, consolidating field funding requirements, identifying/generating enterprise fiscal efficiencies, reviewing enterprise accounting data to meet federal requirements. Financial Management Quality Assurance: reviewing enterprise financial reports to identify issues, weaknesses, or inappropriate spending. Managing enterprise property: supervising inventory processes including proper disposal. Outyear enterprise budget formulation in support of the Federal Budget Planning Programming Budgeting and Execution (PPBE) process. Enterprise-wide personnel resource management, analyzing field personnel allocations to define/update manning requirements, reviewing/analyzing/reallocating field personnel resources, justifying/defending enterprise resources for future budget years.
