Position InformationJob DescriptionThe Department of Juvenile Justice is seeking a qualified and motivated individual for the Quality Assurance Program Specialist position. Under the direction of a Quality Assurance Manager, the position will be responsible for supporting, planning, monitoring and sustaining a statewide service delivery system of evidence-based and evidence-informed services and programs that improve outcomes for juvenile offenders placed in juvenile correctional centers, alternative placements and community based services. Duties include assessing and evaluating the quality and quantity of service provision and programs within a risk, need, responsivity framework, based on data collection methods, observations and interviews; conducting on-site visits of programs, monitoring program performance and contract compliance for a continuum of services; preparing written findings and reports; providing guidance, support and technical assistance to service providers; consulting with staff and other agencies regarding new and revised guidelines and procedures; tracking outcome measures, and recommending revisions and modifications to current procedures and contracts; identifies strengths and areas of improvement, assists with the development of and monitors program improvement plans and may assist with the development of solicitations for services and evaluation of proposals for services. This is a telework position with primary responsibilities focused towards the western part of Virginia, to include two Community Placement Programs (CPPs).Minimum QualificationsThe position requires working knowledge of evidence-based and evidence-informed programs and services in the juvenile justice field. Related experience in program assessment, evaluation methods, or program monitoring processes. Demonstrated ability to independently gather and interpret data, draw conclusions and implement solutions; clearly present information in written and verbal formats; manage multiple tasks and projects; work independently. Ability to utilize Microsoft and other computer software including spreadsheets, word processing, databases and presentation packages. Ability to establish and maintain effective working relationships with staff from various levels of agency operations, other agencies.Preferred QualificationsA Bachelor’s Degree from an accredited college or university with major course work in public administration, sociology, criminology, criminal justice research or equivalent. An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may be substituted for Degree.
