Under general supervision, performs a variety of accounting duties to support the preparation of the Agency’s financial statements, capital assets, quarterly financial reports, annual budget, grant reporting, and other internal and regulatory reporting. Recommends procedural or systems changes based on governmental accounting requirements, and applicable tax laws. Develops complex reports when required. Assists with fixed asset accounting as required.

Qualifications and experience desired:
  • Bachelor’s degree in accounting, or equivalent in technical training.
  • Three years intermediate experience in accounting position.
  • Advanced knowledge of Microsoft Excel.
  • Intermediate experience using automated accounting systems, including report-writing and analysis of data.

  • PREFERRED
  • Licensing as a

    Certified Public Accountant, or Masters’ degree in Business Administration or Public Administration.
  • Governmental Accounting experience, preferably local government (e.g., transit, public works, county, or city government).
  • Familiarity with PeopleSoft Financials, or similar financial system.

  • Fixed Assets- Accounting for 1,800 assets with an acquisition cost of $370 million
    • Records the cost of newly-acquired fixed assets (both tangible and intangible), tracks existing fixed assets, records depreciation, and accounts for the disposition of fixed assets.
    • Tracks the compilation of large construction project costs into fixed asset accounts, works with project managers to determine when the project is complete and determines the useful life on the various asset components of the project and close out of those accounts once the related projects have been completed.
    • Ensures federal and state guidelines are followed for controlling and disposing of federally and state funded assets.
    • Supervises staff who conduct the annual physical inventory of all fixed assets and certain non-capital assets.
    • Skillfully uses automated fixed assets systems. Preferably PeopleSoft Financials.
    • Develops policies and procedures and monitors internal controls over fixed assets.
    • Prepares audit schedules relating to fixed assets for the annual audit, and assists the auditors in their inquiries.

  • Accounts payable- with an annual volume of 16,000 invoices
    • Supervises a staff of two, who process all invoices according to agency policies and procedures. Acts as the auditing official by reviewing and certifying each invoice before it is paid.
    • Supervises the processing of all travel reimbursements following strict public sector rules.
    • Skillfully uses automated accounts payable systems. Preferably PeopleSoft Financials.
    • Develops policies and procedures and monitors internal controls over the accounts payable function.
    • Issues annual 1099 IRS tax forms and completes other related reporting requirements.
    • Reconciles the fixed asset module to the general ledger on a monthly basis
