Position: Project Management and Technical Architect services
Duration: 2 years
Location: Olympia, WA

Scope of Contracted Services:
Project Management Services will include, but not be limited to:
1.1.1 Provide expert-level project management services following Project Management Institute methodology to implement all aspects of the new CFBC program at WSP (which includes technology, facilities, equipment, policy/procedure development, staffing/hiring, and liaison with other agencies) as outlined in the Implementation Plan scheduled to be published in December 2020.
1.1.2 Function in a matrix environment in conjunction with an Advisory Board, WSP Executive Steering Committee, WSP Program Management and the WSP Project Management Office (PMO).
1.1.3 Manage stakeholders and communicate both internally with WSP Project Team, IT, and externally with OCIO and other stakeholders to ensure ongoing support for the project and that it meets OCIO standards for project management and reporting.
1.1.4 Coordinate with WSP Contracts Section to prepare a Request for Proposal (RFP) for the procurement of a solution for the development and integration of the CFBC system.
1.1.5 Assist the WSP Contracts Section to manage the RFP, to include but not be limited to vendor communications, facilitation of a proposal vendor conference and debriefing conferences (if needed) and assistance with or management of the RFP evaluation process following WSP processes and policy.
1.1.6 Assist the WSP Contracts Section with contract negotiations between WSP and the Apparent Successful Bidder (ASB), following WSP processes and policy.

Technical Architect services will include, but not be limited to:
1.2.1 Assist in the development of an RFP for the subsystems identified in the CFBC Requirements Model, in collaboration with the project manager, WSP program leaders, and WSP contracts team. The Requirements Model will be contained in the CFBC Implementation Plan to be published on or before December 1, 2020.
1.2.2 Advise WSP during the RFP process and provide a technology architecture assessment of Bidders' responses (taking into consideration industry best practices, WSP technology standards/guidelines, FBI CJIS policies, and OCIO policies/standards/guidelines). Architectural assessment includes key areas such as: degree of fit with WSP and state IT standards, proper componentization, ease of maintenance and modification to accommodate future requirements, conformance to interagency interfaces, security, openness of data architecture and persistence, etc.
1.2.3 Develop and oversee execution of a testing/acceptance plan for each subsystem.
1.2.4 Work with WSP and partner agency representatives, develop a formal definition of each interface identified in the CFBC Requirements Model, including definition of data elements/structures and exchange format, as well as non-functional requirements such as security, availability, etc.
1.2.5 In conjunction with the WSP Contracts Section, assist WSP and partner agencies to develop information sharing agreements, as necessary for the interfaces identified in the Requirements model, following WSP processes and policy.
1.2.6 Coordinate efforts of WSP and partner agency technology infrastructure staff, WaTech, and Selected Bidder in deploying and testing interfaces.
1.2.7 Assist the WSP project director, contractor project manager, in assessing deliverable and task status and overall status of the project, and in communicating status to external stakeholders such as OCIO, OFM, etc.
