TITLE: NATURAL RESOURCES MANAGER FOR PRIVATE PROPERTY

CAPACITY: Full-time

LOCATION: Sequim, Washington

REPORTING TO: Property owners/managers

START DATE: ASAP

GENERAL RESPONSIBILITIES:

Policy Development

Formulate and implement policies, procedures and plans for the natural resource program as determined by the managers and owners

Read and analyze legal documents (e.g. agreements; articles and bylaws of organizations), regulatory (e.g. ordinances; land use policies and regulation; water law and rights) and contract documents. Monitor for changes in order to identify consequences and propose compliance strategies to the property owners

Government & Community Relations

Communicate with employees of the entity, outside professionals, government and quasi-government agencies and community groups regarding issues relating to water, wetland and forestland use and management. Serve as technical consultant and liaison to represent entity’s interest and develop working relationships internally and externally. This includes active participation in public meetings to represent entity’s interests

Regulatory Compliance

Maintain awareness of applicable laws and regulations. Propose changes in policies and practices needed to remain compliant. Review historical information to ensure current information and events are analyzed within the proper historical context

Work with local and state agency offices to manage wildlife in accordance with regulations and owners’ preferences

Provide or obtain technical analysis and recommendations regarding water quality, water quantity, biological and/or ecological issues and regulations. Work with outside professionals when necessary and communicate with owners and managers to ensure they are fully aware of emerging issues affecting water rights and present options for solution

Monitor and stay abreast of proposed and approved changes and additions to regulations, ordinance, rules and policies in areas that are relevant to the property and the property owners and users. Identify emerging issues. Sources of information include but are not limited to the news media, agency personnel and websites and legislative reports

Property Maintenance & Management

Perform duties as needed in concert with other staff employees and outside professionals to meet or exceed objectives for recreational experiences, income production and conservation for the property as established by the owners

Oversee proper and timely execution of forestland, wetland and water management activities as determined by the managers and owners:

o Collect, analyze and maintain data on quantity and quality of surface and ground water; act on results as needed

o Prevent or mitigate damage to vegetation from insects, pests, plant disease and fires

o Preserve biodiversity of native plant and animal species

o Prevent or mitigate invasive vegetation and sediment incursion in lakes and waterways

Manage public hunting area of property. This will entail patrolling the area and enforcing the applicable rules, taking actions to ensure the area is trash free and restoring the public beach to pre hunting condition after the close of the waterfowl season.

Receive, summarize and report to managers notices of trespass incidents. Ensure proper maintenance of “No Trespassing” signage. Use good judgement when confronting trespasser and utilize law enforcement resources as necessary

Regular hands-on maintenance tasks include trail, marsh, sign, wildlife equipment, fencing, and bridge upkeep, garbage clean-up along roads, and may involve use of heavy equipment (e.g. tractors) and power hand equipment

Financial Management and Management Reporting; Administrative Duties

Prepare, present and discuss materials for annual activity reporting and strategy-setting conferences with managers and owners

Propose agenda for monthly manager call to report on areas of responsibility; prepare digital meeting material, including mapping; photos, graphs, charts, technical matters distilled and explained for non-technical audience language, recommendation for next steps for emerging or continuing legal, regulatory, community and maintenance matters

Organize and maintain documents and records, current and historical, electronic and hard copy, such as but not limited to plans, studies, survey data, photographs in a secure and accessible manner for use by owners

Develop and maintain short and long-term financial budgets for the natural resource function of the entity

Coordinate payment of invoices with property’s business office. Collect and submit proper documentation for all expenditures

Prepare cost analysis as part of proposal for projects

The incumbent is encouraged to live in employer housing located on entity’s property in order to enhance performance of this duty

REQUIRED EDUCATION/EXPERIENCE:

Bachelor’s degree in fisheries biology, wildlife biology, environmental biology, natural resources, natural resources management or at least 4 years’ experience in a related field

Proficient with Microsoft Office Suite and mobile solutions

DESIRABLE:

CPR training

Experience with GIS
