SummaryThe incumbent serves as a General Engineer assigned to Projects to support a fully accredited healthcare facility campus. The incumbent is a professional engineer who supports the operation, maintenance, renovation, and construction of multiple sites such as outpatient clinics as well as leased facilities operated by the assigned health care facility.ResponsibilitiesDuties of the position include but are not limited to the following: Accountable for integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (elevators, patient safety lifts, pneumatic tube, etc Responsible for designing in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria Supports development and implementation of engineering policies, programs, and procedural documentation Participates in resolving complex technical issues which integrate multi-discipline activities throughout the facility as well as with outside organizations such as the occupational safety and health administration (osha), department of labor (DOL), environmental protection agency (EPA), and the state historical preservation office (SHPO) Use knowledge of complex medical systems not normally encountered in typical engineering Provides professional advice to peers, subordinates, and non-professional administrators or managers to direct major engineering and architecture projects Provides professional advice to improve such plans, specifications, and analyses Directs necessary changes and furnishes assistance required Originates new and improved applications and strategies for engineering or architecture concepts, theories and principals to resolve problem affecting the efficiency of a wide range of agency activities and activities within regional catchment area Provides professional oversight and/or project management for construction or maintenance efforts Completes hazard and job safety analysis to ensure proper procedures and, performs safety audits, surveys, and inspections Investigates and evaluate unusual conditions and assess impact to project and hospital program effectiveness Performs scheduling and layout of operations and inspection and surveillance of materials, methods, and equipment used in construction Prepares detailed cost estimates for use in obtaining project funding and bid evaluation Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions that develop during construction Researches, analyzes, tests, and evaluates information, unusual circumstances, unconventional issues, conditions, and problems Prepares sketches or drawings and specifications changes to solve the problem and incorporates these change documents in to the contract performance documents Reviews and evaluates shop drawings, samples, and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection, or correction Provides guidance, development, and coordination for planning, prioritizing, design, and oversight of construction projects Communicates with multiple individuals and groups from outside the agency Recognize or learn the role and authority of each party during the course of the meeting and have the ability to influence and persuade persons or groups to comply with established policies or to accept established methods using persuasion or negotiation, or by establishing rapport to gain information Deals with fearful, skeptical, or uncooperative people both internally and externally to the agency to obtain the desired project cost, design, and schedule objectives Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions that develop during maintenance Prepares sketches or changes drawings and specifications to solve problems and incorporate into the contract performance documents Reviews and evaluates technical shop drawings, samples, and material certifications submitted by contractor for contract and performance requirements, independently recommending approval, rejection or correction Responsible for all aspects of construction projects, from working with various hospital departments to develop the project scope needed to develop a project application all the way through activating the project Work Schedule: Monday - Friday, 8:00 am to 4:30:pmPosition Description Title/PD#: General Engineer/ 55092-APhysical Requirements: The duties of the position require physical agility and manual dexterity in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing; will be conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field which requires standing and walking long hours each day.RequirementsConditions of EmploymentQualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience must be specifically documented in the resume and transcripts are required. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of and ability to apply a wide range of engineering and architectural theories, concepts, principles, standards, and methods sufficient to determine and accomplish actions for a wide range of assignments; experience in formulating, executing, advising on, and explaining recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques to resolve a wide variety of complex problems; incorporate a wide range of professional engineering skills and detailed knowledge of engineering practices sufficient to make application of the fundamentals of engineering sciences including mechanical, electrical, civil, structural, and fire protection engineering, as well as architecture, to practical engineering problems. understand the development and derivation of engineering and scientific formulas and relationships, basic assumptions, and limitations of applicability of a wide range of engineering principles, methods, and techniques. In addition, advanced mathematical techniques, systematic organization, analysis, interpretation, evaluation of engineering problems, alternate solutions, and prediction of results are integral to the position. And A professional engineering degree in a school of engineering whose curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET). To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (LEGIBLE TRANSCRIPTS REQUIRED) OR Applicants may also combine education and experience to qualify at the GS-12 level: Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-12. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A legible transcript must be submitted with your application to verify you meet minimum education requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
