POSITION SUMMARY & RESPONSIBILITIES:

  • The Director of Government Affairs will report to the Executive Vice President & General Counsel and develop strategy and manage government affairs matters as they pertain to the Company’s needs. This role can sit in Charleston, WV, Pittsburgh, PA, or Columbus, OH.
  • Special focus will be placed on:
  • Develop strategy and priorities on a State-by-State, and Federal basis, based on industry and DGO needs
  • Track the advancement of Federal legislation and State legislation in operational States to determine if there is a potential impact on the Company’s policies, programs, or operations
  • Develop and promote legislation to support the Company's strategic initiatives
  • Collaborate with and mobilize State and local industry support groups, associations, trade partners, and others to support legislative agendas
  • Work with the legal department to ensure Company policies are in compliance with changing legislation and policies
  • Develop and maintain frequent and ongoing, positive relationships with legislators, regulators and other officials, regardless of political affiliation
  • Conduct quarterly meetings with functional DGO department heads to determine pain points
  • Advocate lobbying on behalf of DGO before the State legislatures on existing and proposed legislation that has an impact on the Company, including witness support or witnessing, as necessary
  • Manage external government affairs consultants
  • Manage regulatory update process – informing Company personnel of pending and final changes in regulations
  • Work with operational departments to aggregate and submit comments and feedback on proposed rules
  • Sit in leadership positions on multiple industry association boards
  • Conduct bi-annual Congressional meetings in Washington D.C. with CEO and General Counsel
  • Conduct annual meetings in operational states with senior government officials for CEO and General Counsel
  • Provide monthly briefings to CEO on high-level projects, strategy, and results
  • Manage DGO’s Political Action Committee
  • Fields media inquiries for DGO, both routine and serving as spokesperson during crisis events

POSITION REQUIREMENTS:

  • Bachelor’s degree or an equivalent combination of education and experience
  • 7+ years of senior government relations experience, including in multiple states
  • Oil and natural gas background a plus, but not a requirement
  • Pennsylvania experience a plus, but not a requirement
  • Frequent overnight travel is required (up to 50% of the time), including State capitols and Washington D.C.
  • Self-starter, outgoing, well-connected
  • Excellent writing and public speaking skills
  • Perform well under pressure
