GENERAL DEFINITION OF WORK:
Produces mass communications content for County departments, providing internal and external marketing and public relations support. The position designs and produces County messaging and social media content, including graphical and video for online communication platforms in a team-focused environment; Direction is provided by the County Office of Strategic Planning and Communications, County Administrator, Deputy County Administrator and/or County Council.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

1. Assists with proactive media and community relations through creation/design of social media content, e-newsletters, writing news releases, emails and articles in coordination with County departments.
2. Supports work to grow the visibility of an effective public information program for the County Council and County departments.
3. Proactively promotes County accomplishments and activities via social media campaigns and various other communication platforms.
4. Monitors/reviews published social media content for delivery execution and public engagement.
5. Tracks Web analytics for social media content.
6. Be available 24/7 for emergency incidents and also non-traditional work hours for various special events and meetings during activation of the Emergency Operations Center (EOC).
7. Produces communications products for various County campaigns, both internally and externally.
8. Produces presentations for community organizations.
9. Researches, writes, and develops content for multimedia productions (e.g. PSA’s, video projects, power point presentations, internet, Website, etc.).
10. Provides assistance in the development of programs for the County’s cable (public access) channel and assists with the development of appropriate messages in coordination with elected officials and County staff.
11. Supports County Office of Strategic Planning & Communications in maintaining long-term working relationships with media, citizens, community organizations, other municipal, County, regional and state public information offices, and associations that the County deems important to the success of its mission.
12. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:
Successful incumbent must have knowledge of current principles, techniques and objectives of public information, social media communication and public relations programs; West Virginia county form of government and the role of communication in support of County Council priorities; media tactics, including interviewing techniques; and superior research skills. Knowledge and familiarity of media law and ethics.

Skills:
Incumbent must possess effective verbal and written communications skills; ability to manage change; excellent interpersonal skills; possess above average working knowledge of a variety of software needed for graphic presentations, information retrieval & research, and other job-related activities.

Abilities:
Must be able to produce a quality and accurate work product through self-editing, proofreading, data cross checking & validation; manage multiple projects, prioritize tasks and meets deadlines; work independently and in team-like settings and amenable to supervision; establish and maintain effective working relationships with County officials, media representatives, the public and other interested parties.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university with major course work in public relations, journalism, and mass communications or related field; recent experience in a mass communications or responsible public relations position. Previous public sector experience or experience with government broadcast functions, operations and content preferred, but not essential.

PHYSICAL REQUIREMENTS:
This position involves work that may require light physical effort and force to move objects up to 25 pounds; work requires reaching, standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual activity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker may be subject to hazardous working conditions normally associated with buildings and grounds construction and maintenance projects.

SPECIAL REQUIREMENTS:
Possession of a valid driver's license.
Must possess and apply ethical and professional media conduct, including social media ethics and responsibility.
Availability and willingness to work non-traditional work hours when needed due to emergencies, special events and meetings.

EXAMINATION PROCEDURE:
The kind of examination/screening for positions announced will vary with each position and may include:
an evaluation of training and experience

a background investigation
a physical examinationand
a drug test.

These examinations are administered after offer of employment.

PROBATIONARY PERIOD:
Berkeley County is an “At-Will” employer. However, new employees normally serve a probationary period of six (6) months before attaining regular status. The length of the probationary period may vary depending on the position and may be extended depending on performance. The probationary period is considered part of the examination process to determine the employees fitness for the position in which he/she was placed.

COMPENSATION:
Berkeley County employees are paid twice per month. A new employee ordinarily starts work at the rate specified in this announcement. The Berkeley County Council reviews compensation increases as part of the normal budget preparation process and makes the appropriate compensation adjustments at the beginning of the fiscal year (July 1).

ANNUAL LEAVE, SICK LEAVE AND HOLIDAYS:
(the following is unavailable for part-time and temporary positions)
Employees earn 1.50 days of sick leave per month/18 days annually with unlimited accumulation.
Berkeley County observes 12 paid holidays per year and Primary and General Election Days as they occur.
Employees accumulate annual leave according to the following schedule:

0 – 5 years 1.25 days 15 days

5 – 10 years 1.50 days 18 days

10 – 15 years 1.75 days 21 days

15 years plus 2.00 days 24 days

HEALTH, RETIREMENT & MISCELLANOUS BENEFITS:

Regular employees are required to participate in the West Virginia Public Employee Retirement Plan
Life Insurance is available to full-time employees, their spouse and eligible dependents.
Regular full-time employees may elect to join the County sponsored health plan which includes medical, hospitalization, major medical, dental, vision, and prescription drug coverage. The County may pay up to 100% of the employee costs (depending on election) and the employee pays for any dependent coverage elected. o A deferred compensation program is available.
Mandatory direct deposit is available to any banking institution designated by the employee.
