FASO provides program, operational and systems support to FA, builds FA’s visibility and outreach to all levels of the Federal community, and provides customer service and engagement opportunities.ResponsibilitiesAsa Management Analyst, you will: Conduct broad and specific studies on the staffing needs of Fiscal Accounting, identify resources required to support program operations and make recommendations to management based on findings, including input for the annual staffing plan and recommendations for workforce improvements;Identify and collect statistical data regarding various aspects of resource management within Fiscal Accounting to provide recommendations on resource and budget allocation;Provide administrative and management advice and assistance to managers and supervisors on sensitive and confidential matters pertaining to resource management, raising awareness to Fiscal Accounting’s management on human resources related issues that may impact the organization;Conduct analysis of reorganization packages to assess applicability and identify areas that may impact both short-term and long-term organizational goals and initiatives.RequirementsConditions of EmploymentMust be U.S. Citizens or U.S. Nationals.Please refer to "Conditions of Employment."Click "Print Preview" to review the entire announcement before applying.The experience may have been gained in either the public, private sector or volunteer service. Specialized experience:For the GS-12you must haveone year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following:

Experience interpreting and providing guidance on rules, regulations, policies, and administrative requirements pertaining to resource management; AND- Analyzing findings and/or serving as an advisor to management by making recommendations to enhance the effectiveness of human resources or other programs and operations; AND- Composing oral and/or written presentations for delivery to management and/or service providers. Specialized experience: For the GS-11you must haveone year of experience at the GS-09 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following:

Experience interpreting and providing guidance on rules, regulations, policies, and administrative requirements pertaining to resource management ; AND- Analyzing findings and/ or serve as an advisor to management by making recommendations to enhance the effectiveness of human resources or other programs and operations.

ORYou may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.ORYou may qualify by a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized experience: For the GS-09 you must have one year of experience at the GS-07 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

ORYou may substitute education for specialized experience as follows: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if relatedORYou may qualify by a combination of education and experience. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-12, you must have been at the GS-11 level for 52 weeks.For the GS-11, you must have been at the GS-09 level for 52 weeks.For the GS-09, you must have been at the GS-07 level for 52 weeks.EducationAdditional InformationFor the GS-11& GS-09-We will not pay relocation expenses.
