Position Summary

Under the general supervision of the Security Operations Supervisor, Bureau of Security Section Chief, and Bureau of Security Director , this advanced position is primarily responsible for managing the Cyber Response Team (CRT) Grant which includes Technology Infrastructure Grants and Teacher Training Grants for Educational Technology. This position will provide technical assistance to ensure grantees are filing for and utilizing grant funds appropriately. In addition, this position will assist in monitoring the grantees to ensure compliance with federal and state requirements and program requirements.

TIME % GOALS AND WORKER ACTIVITIES

50% A. Serve as the primary contact for grantees in financial matters and application procedures.

  • Maintain day to day administration of entire CRT Team
  • Administer team's skills self-assessment and make recommendations to program director or designated personnel regarding each member and training needs
  • Provide application assistance to grantees.
  • Track and submit reimbursement requests on behalf of all CRT members
  • Actively lead and participate in financial management training both in group and in one-to-one settings.
  • Maintain required program updates in Egrants
  • Receive, review and process grant program activity progress reports to ensure contractual compliance.
  • Build, review, and enter project information into databases and/or workbooks.
  • Create and provide compilations of reports and responses to financial and program information, as well as special requests.
  • Create, manage, review, and process reports in support of the program.
  • Manage the closeout of grants, including maintaining the grant database and related spreadsheets.
  • Serve as the primary point of contact for all internal questions in regard to grant activities within the divisions scope of operations and develop and publish the necessary documents and reports for the organization’s leadership.
  • Setup monthly CRT meetings and create, distribute agenda
  • Maintain CRT mailbox
  • Assist in recruitment of CRT Leads
  • Track member's skills, education, training
  • Maintain training records


45% B. Manages various components of the CRT program.

  • Serve as the primary member of the organization in the development of grant criteria and qualification as identified within statute which define the grant.
  • Serve as the primary point of contact for coordination of efforts across the department as it relates to grant development, publication, and award, ensuring all necessary entities understand the expectations of the grant.
  • Provide technical assistance to grant recipients in understanding and complying with program requirements.
  • Create and Maintain grant program and general administrative records.
  • Take appropriate action to address grantee compliance problems and build remediation action plans.
  • Development of the program procedures and materials, including updates to the Grant application, procedures, and announcement communications, as necessary.
  • Make recommendations to the Division of Enterprise Technology (DET) management regarding revisions and modifications to the rules and guidelines of the programs to assist in effective program administration.
  • Coordinate grant application requests.
  • Lead in the review and analysis of submitted applications.
  • Serve as the primary Point of Contact with written and telephone inquiries regarding the program.
  • Track and maintain all Go Kits and accessories
  • Assist in standard operating procedure documentation


5% C. Perform special assignments and projects as assigned

C1. Attend classes, seminars, conferences, and training sessions to enhance and maintain professional skills and to be knowledgeable in technology and business issues.
C2. Participate in department and bureau activities.
C3. Miscellaneous tasks as assigned.


Knowledge, Skills and Abilities

  • Ability to maintain and develop professional relations with the CRT members and SLTT entities. Extensive knowledge working with grants and state and federal government statutes, regulations and policies. Ability to establish and maintain relationships with a variety of individuals at different organizational levels, such as managers, peers, employees from other divisions and agencies, local units of governments, agencies and organizations involved in education, to ensure that work is completed appropriately and to gain maximum cooperation and effectiveness in managing grants and contracts.
  • Ability to establish and maintain effective working relationships with grantees to gain maximum cooperation in program operations
  • General knowledge of the CRT program
  • Ability to travel statewide
  • Ability to manage time and prioritize projects within established deadlines and handle multiple tasks simultaneously
  • Knowledge of policy development and analysis methods and techniques
  • Effective oral and written communication skills. Customer service and excellent interpersonal oral and written communication skills
  • In-depth knowledge of, and ability to proficiently use, complex personal computer applications including databases, spreadsheets, word processing, and email. Good knowledge of Microsoft Office software products to monitor, analyze and communicate information
  • Ability to prepare accurate and timely budget and financial information within targeted deadlines
  • Knowledge of the policies and procedures for analyzing law changes
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions
  • Ability to assist in developing and implementing policies and procedures based on legislative or other changes
  • Ability to provide technical assistance and training to local governments and other agencies to explain policies and procedures as they relate to management and appropriate use of the CRT grants
  • Extensive knowledge in preparing and maintaining records and reports for an effective administration of funding and dispersal

  • Extensive knowledge assessing performance of organizations and individuals to make appropriate improvements or take corrective action
  • Ability to collect and analyze data and interpret information to proceed with appropriate actions
  • Ability to analyze and evaluate policies, procedures, and systems for effectiveness Analytical/problem solving skills
  • Skill in negotiation, conflict resolution and consensus building with diverse stakeholders
  • Knowledge of administrative codes and federal and state rules regarding contractual agreements
