This position will report to the DHS Project Management Office Manager. The person in this position will provide project management services primarily related to department priority initiatives. This includes, but is not limited to, the following responsibilities:
· Project life cycle management (project selection and initiation, project planning, project execution, project closure).
· Consulting, documentation, communication, coordination, and risk identification and management.
· Estimating, tracking, measuring, status reporting and resource planning.
· Development, implementation and improvement of standards, policies and processes related to project management, request management, project classification and prioritization.
· Training, coaching, and mentoring department staff to help build project management skills and expertise.

A. Provide leadership, management, consulting, coordination and business analysis for IT and Business Unit projects; perform in all phases of the project life cycle and project management methodology.



A.1. Manage multiple moderate to high-risk projects simultaneously. Oversee all project phases coordinating throughout with stakeholders, vendors, and all other relevant areas.



A.2. Work with stakeholders to define project goals/objectives, success factors, budget, business requirements and approach.



A.3. Conduct feasibility, risk, regulatory compliance, and ROI analyses for proposed projects.



A.4. Develop and maintain project management artifacts including but not limited to business case documents, options analyses, project charters, project plans, work breakdown structures, project schedules, communication plans, decision logs, risk registers, project status reports, project sign off/acceptance documents, and post project review documentation.



A.5. Work with stakeholders and management to assemble a project team and arrange for any necessary project resources.



A.6. Define schedule and effort estimates for project milestones and PM tasks based on input on tasks estimates from team members.



A.7. Make project assignments, while providing leadership to the team, managing project scope, coordinating schedules and ensuring quality of deliverables.



A.8. Work with stakeholders to identify, document manage, and mitigate risks associated with a project.



A.9. Perform issue identification, documentation, management, and escalation (as required).



A.10. Monitor, communicate, and report project progress against the project plan, requirements, budget, quality measures, and business results expected.



A.11. Coordinate and schedule regular and ad-hoc project meetings; facilitate discussion to reach consensus when possible and to ensure project success.



A.12. Work closely with the project and executive sponsors to ensure project objectives and criteria for success are achieved.



A.13. Facilitate and participate in project change control activities.



A.14. Perform advanced business analysis functions as required.



A.15. Conduct project closure activities.



A.16. Participate in DHS PMO building/enhancing activities.



A.17. Participate in project prioritization and portfolio management activities.



A.18. Provide feedback on project team and member performance to management.



A.19. Ensure state and vendor-produced deliverables are prepared in accordance with department standards.

B. Provide consulting, assistance and training to DHS workforce members on project management techniques, processes and best practices.



B.1. Provide advice related to the implementation and effective execution of strategic initiatives and projects.



B.2. Recommend improvements to DHS project management methodology, tools and related processes.



B.3. Recommend needed changes to DHS policies, standards and processes to best meet business needs.



B.4. Provide training, coaching and consulting to DHS workforce members on project management techniques, tools and processes.



B.5. Provide assistance to DHS workforce members on project identification, definition, execution and documentation.

C. Lead or assist efforts to select, implement, and maintain third party vendor solutions.



C.1. Initiate, review and/or participate in development of Requests for Proposals/Request for Bids/Service Information (RFP, RFB, RFS, RFI, etc.) and assist and manage where appropriate IT vendor negotiations and contracts.
