The Guardianship Estate and Benefit Supervisor is responsible for the daily financial aspects of the Guardianship program. The Guardianship Estate and Benefit Supervisor will coordinate the estate-related functions of the program, oversee the financial assets and liabilities of the wards, and provide administrative support to the Guardianship Manager and Guardianship Representatives.



ESSENTIAL DUTIES (FUNCTIONS) include the following:

Supervision


€Supervises assigned department personnel. This includes the following responsibilities, but not limited to: hiring, evaluating, training, scheduling, ensuring accuracy, timeliness, and the completion of all work performed by direct reports.


€Cross trained on direct-reports duties


€Educates and trains direct reports on all department and agency policies and procedures.


€Meets with direct reports at least monthly to identify and resolve problems; manage projects, and review work processes and procedures.


€Participates in Supervisor team activities and agency events including fundraisers as required.


€Participates in assigned meetings, professional development, and training as required.



Service Provision


€Assumes responsibility for oversight of financial affairs of assigned wards, may include: conducting bank transactions, paying household bills, investing client funds, selling stocks and bonds, selling and buying property, securing necessities for daily living, making arrangements for contracted work (lawn care, snow removal, locksmith, clean-outs, etc.), and completing benefit-related paperwork and business.


€Ensures ward finances are in order, prioritized and used to meet their living needs.


€Transfers ward assets to the agency-designated bank by closing out existing bank accounts (including stopping any auto debits and withdrawals), and opening new bank accounts where direct deposits (pension, retirement, annuity, etc.) will be redirected.


€Monitors bank accounts for Medicaid eligibility as well as the determining need for opening/closing low risk, bank-offered instruments like Money Market or Certificate of Deposit accounts.


€Oversees the processing of payments for all financial transactions by issuing checks in a timely manner.


€Ensures all debt obligations and benefit-related expenses are reconciled with ward monies received.


€Initiate and oversee all WisPACT trust accounts for clients. Asses need for WisPACT trust when and if possible.


€Ensures the completion of all reviews and reporting related to Social Security Administration (SSA) Medicaid, Medicare, and Medicare D applications, and other benefits.


€Troubleshoots and resolves issues related to ward benefits including billing, private insurance, Medicare, Medicaid, Social Security, Estate Recovery, Veterans benefits and all other transactions.


€Completes all annual accountings, inventories and final accountings.


€Coordinates funeral and trust arrangements with family members, or authorized individuals.


€Ensures adequate private health insurance and prescription Rx Coverage.


€Coordinates liquidation and the removal/disposal of personal items from home or apartment, in conjunction with the ward€™s family, authorized individuals or the Guardianship Supervisor and/or Guardianship Representative by conducting an inventory of ward property and arranging for the drop-off, sale, or donation of items.


€Obtains assessed value of property (per city, village etc.), including securing an appraisal, if applicable. Coordinates the listing and sale of property, as appropriate.


€Maintains all GOE cases.



QUALIFICATIONS:

€Bachelor€™s Degree in Accounting, Business, Social Services, or related field required; experience in business accounting or personal banking is a plus.


€Two (2) or more years of supervisory experience required.


€Experience working or volunteering in a non-profit environment, particularly one that served the disabled or aging population preferred.


€Must be available to work flexible hours, including evenings and weekends.


€Must have a valid driver€™s license and reliable transportation.


€Must have proof of insurance AND meet the requirements of the Employee Driving Policy.


€A Criminal Background Check must meet the requirements of the State of WI licensure for day programming.


€A Credit Check is required for this position.



Specialized Skills/Abilities/Knowledge:

€Basic knowledge of accounting principles.


€Ability to interpret financial data.


€Knowledge of Adult Guardianship services.


€Preferred knowledge of Medicare/Medicaid and other public benefits.


€Working knowledge of Microsoft Office Suite programs and QuickBooks.


€Ability to maintain confidentiality.


€Awareness of disability issues.


€Ability to interact with people from culturally diverse backgrounds and display strong customer relation skills.


€Ability to communicate effectively, verbally and in writing.


€Ability to problem-solve issues.

€Must exercise sound judgment in making decisions and act accordingly.
