Incumbent is responsible for coordinating a broad range of activities and operations related to court administration, including supervising assigned staff.

REPORTING STRUCTURE:
Receives general guidance from the City Manager or assigned supervisory staff.

Typical Class Essential Duties
1. Supervises assigned staff to include: authorizes time off, approves payroll and hiring; prioritizes and assigns work; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe working environment.

2. Oversees day-to-day activities in Municipal Court including monitoring internal controls, establishing schedules and timelines, evaluating and updating internal procedures, reviewing reports and ensuring compliance with Federal, State and local laws, regulations, codes, and/or industry standards.

3. Maintains the financial aspects of Municipal Court, including the daily deposit, bond reimbursements, bond applications, victim compensation payments, restitution, petty cash, approving invoices, issuing checks, and any other financial responsibilities of the Municipal Court.

4. Analyzes court administration and operations to identify problems and solutions; provides recommendations, prepares reports and develops systems and procedures; assists in developing proposals and projects for improving and increasing the efficiency of court operations.

5. Collaborates with applicable City departments, Municipal Judge(s), and outside agencies to ensure policies, ordinances, and orders are within the parameter of State law and consistent with the values of the community and needs of the departments.

6. Responds to difficult and sensitive defendant and citizen inquiries to ensure quick, equitable, and courteous resolutions.

7. Assists in the development of statistical methods and procedures for regular collection, review, analysis, and communication of court statistics and operational trends; reviews and evaluates the effectiveness of programs and projects; compiles, analyzes, and maintains related reports.

8. Assists with budget preparation and administration; prepares costs estimates and justifications for budget items; submits and approves invoices for payment and monitors expenses to align with budget allocated.

9. Assists with developing, planning, and implementing goals and objectives for Municipal Court operations; ensures that court operations are compliant with federal, state and local laws, regulations and ordinances.

10. Keeps current on new trends and innovations in court administration and program management.

11. Interacts with a variety of staff, vendors, citizens, and others in the execution of special projects, development of policies and procedures, and on-going assignments.

12. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

13. Performs other duties of a similar nature or level.

Training, Experience & Certifications
Education and Experience:

  • Minimum of two years of experience working as a supervisor.
  • Associate’s degree in public administration, court administration or a closely related field preferred.
  • Bachelor’s degree preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
  • Minimum of three years of increasingly responsible experience in administrative or program management, preferably in municipal court or criminal justice administration.
  • Fluent ability to speak, read, and write in the Spanish language is preferred.

Licensing and Certification:

  • Possession of a valid Wyoming Driver’s License preferred.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical and Environmental Conditions:
City of Casper employees that perform safety sensitive tasks are subject to pre-employment and/or random drug testing. These tasks include, but may not be limited to:

  • Emergency response/rescue
  • Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
  • Operating or maintaining water and wastewater systems
  • Maintaining City computer and data systems including networks, servers, communication systems, etc.
  • Driving for the City of Casper, whether essential or non-essential
  • Operating power-driven machinery or equipment

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents in this position work indoors in an office environment and are subject to the common noises associated with office work including telephones, copiers, and printers. The position requires frequent sitting, typing, and customer contact, both by telephone and in person.
