Incumbent are responsible for responding to complaints regarding animals and performing a variety of animal protection duties. Responsibilities may include evaluating whether a violation of the law has occurred; issuing citations; setting live traps; vaccinating and euthanizing animals; and preparing related reports. Receives general supervision from the Animal Services Supervisor.

This position is driving essential (see driving requirements below).


Typical Class Essential Duties

1. Responds to calls involving animals and enforces applicable laws and ordinances; responds to emergency calls after hours during assigned on-call shift.

2. Prepares reports of daily activities and submits to appropriate individual(s).

3. Provides care for animals which includes receiving, and vaccinating animals, administering medication and evaluating animal behavior.

4. Determines animals to be euthanized, calculates and administers proper dosage and completes documentation.

5. Locates stray animals; returns stray animals to respective owner or to the shelter if the owner cannot be located.

6. Investigates reports of animal related complaints, including cruelty and neglect, interviews witnesses, gathers and tags evidence pertaining to the case.

7. Issues court summons to violators of animal ordinances within jurisdictions, testifies during hearings as to violations; prepares written documentation on major violations not covered by the summons.

8. Removes and disposes of deceased animals.

9. Assists in relocating wild animals from populated areas; assist law enforcement agencies with the removal of animals when owners are involved in accidents or are arrested

10. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

11. Follows all City safety procedures. Reports all accidents/incidents immediately to supervisor.

12. Performs other duties of a similar nature or level.

  • Learn and interpret applicable Federal, State, and local laws, rules, regulations, ordinances, codes, and/or statutes.

  • Operate modern office equipment, software and operating systems/applications.

  • Prepare clear and concise reports.

  • Learn to prepare court summons for court hearings.

  • Evaluate the condition of animals and determines the appropriate care to be administered.

  • Learn and apply safe work practices for working with vicious or frightened animals.

  • Deal tactfully with the public in a variety of emotional or difficult situations.

  • Be commissioned by the Natrona County Sheriff's Department.

  • Learn and apply principles and practices of animal husbandry.

  • Diffuse hostile situations.

  • Learn how to handle, capture, and restrain domestic animals and livestock.

  • Maintain a neat and professional appearance.

  • Communicate effectively verbally and in writing.

  • Follow written and verbal instructions and direction.

  • Establish and maintain effective working relationships with those contacted in the course of work.

Training, Experience & Certifications

Training and Experience

  • Minimum of one year experience in law enforcement or an animal related field required.

  • High school diploma or equivalent (G.E.D.) required.

Licensing and Certification Requirements

Licensing Requirements:

  • Possession of, or ability to obtain, a valid Wyoming Driver's License.

  • Possession of, or ability to obtain, certification as a Euthanasia Technician for the State of Wyoming.

  • Possession of, or ability to obtain, a National Animal Control and Humane Officer (NACHO) Certification preferred.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Applicants who have failed a pre-employment screen or have been terminated from the City of Casper are ineligible for employment consideration for 12 months. You will become eligible for consideration 12 months from the date of your incident (pre-employment screen or termination).

As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical Requirements:


Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.

Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.

Incumbent may be subject to extreme temperatures, working in inclement weather conditions, and subject to dusts, odors, and chemicals. Incumbents may also be subjected to exposure and risk in working with hostile, resistant, and unstable persons.


Vaccination Recommendations (at no expense to the successful applicant):

This position may frequently handle high risk rabies animals and are occasionally bitten by an animal. The following vaccinations are strongly recommended to protect employees from rabies risk:

  • CDC recommends preexposure vaccinations for people who work in animal control

  • Preexposure is given on days 0, 7 and 21

  • Postexposure is given on days 0, 3, 7 and 14


Driving Requirements:

For driving essential positions, employment with the City of Casper is contingent upon a satisfactory driving record. A driving record that reflects any of the following criteria is considered unsatisfactory:

1) Convicted of three (3) or more moving violations within the previous 36 months (three separate, individual incidents);

2) A conviction within the previous 36 months of any of the following:

  • Driving under the influence of drugs or alcohol;

  • Leaving the scene of an accident;

  • Fleeing to avoid arrest;

  • Reckless Driving;

  • Homicide or assault by motor vehicle;

  • Driving without auto insurance;

  • Driving on a suspended license;

  • Refusal to take blood/breathalyzer test for suspected DUI or impaired driving.
