    Summary

    DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

    This position is located in the Facility Management Service (FMS), of the Cheyenne, VA Medical Center Cheyenne, WY. Incumbent is under the general supervision of the Supervisory General Engineer.


    Responsibilities

    The General Engineer duties include, but are not limited to:

    • Responsible for developing construction and renovation projects and supervising the work phases through completion.
    • Prepare contract drawings and specifications for competitively bid construction, negotiated bid construction, maintenance and repair work and other construction documents for the budget.
    • Architectural and interior design, Civil design, lighting design and layouts, plumbing, heating, air conditioning, and other electrical, mechanical or architectural evaluations and construction.
    • Serves as Contracting Officer Representative (COR) and project manager.
    • Reviews change order requests from contracts for accuracy and cost control and negotiate, when necessary.
    • Assists consulting architects and engineers with design of construction, maintenance and repair work.
    • Performs field measurements and gathers engineering data necessary for preparing construction drawings and specifications.

    Work Schedule: Monday through Friday 7:30am to 4:00pm.

    Physical Requirements: The work requires some physical exertion, such as long periods of standing, walking a long distance, recurring bending, crouching, stretching, climbing of tall ladders and staging or scaffolding, or similar activities. The work also requires lifting of light to moderately heavy items weighing less than 50 pounds. Work will include regular visits to construction sites and facility building.
    Working Conditions: A large part of the individual's time is spent on construction sites where exposure to physical handicaps, i.e. tripping, falling, being struck, electrical shock, burns, dust and debris, fluids, fumes, noise and falling objects and occupational health hazards in the work environment (e.g. skin contact with solid or liquid hazardous materials or wastes and /or inhalation of air contaminants). Occasional climbing of tall ladders or use of man lift to inspect roofs or other hard to reach locations, also crawling and ducking in low overhead spaces as in the crawl spaces or attics of the facility. Occasional use of personal protective equipment (PPE) including hearing protection, respiratory protection may be required (e.g. in a hazardous waste management area.)

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience in Construction and to include:

    AND

    Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    Combination of education and experience-college-level education, training, and/or technical experience that furnished (a) a thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following (DOCUMENTATION REQUIRED):

    1) Professional Registration-Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (COPY OF CURRENT REGISTRATION REQUIRED)

    2) Written Test-Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least one (1) year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination. (DOCUMENTATION REQUIRED)

    3) Specified academic courses-Successful completion of at least sixty (60) semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. (TRANSCRIPT REQUIRED)

    4) Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (DOCUMENTATION REQUIRED)

    The above examples of related curricula are not all-inclusive. In addition to meeting the basic educational requirements for the General Engineer, you must also meet the specialized experience or education requirement.

    To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
