    Summary

    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a MOTOR VEHICLE OPERATOR, Position Description Number T5613000 and is part of the WY United States Property and Fiscal Office, National Guard.


    Responsibilities

    This position serves as a Motor Vehicle Operator, Wyoming Army National Guard. Its purpose is to operate and perform operator maintenance on one or more motor vehicles to transport supplies, materials or equipment.

    • Operates primarily operate a tractor-trailer or truck and full trailer combinations to transport or pick up and deliver supplies, materials or equipment.


    • Maneuvers vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks.


    • Couples and uncouples the truck tractor and semitrailer or truck and trailer, and connects and disconnects the air brakes and electrical lines.


    • Ensures shipping and accounting documents are with the shipment and reflect actual condition, quantities and type of material.


    • Completes log books, maintenance records, reports and other transportation documents for accurate accounting.


    • Will interpret Federal and State regulations to properly load, arrange, and secure the cargo in the trailer.

    EMPLOYMENT CONDITIONS:

    U.S. Citizenship Required.

    This position is subject to provisions of the DoD Priority Placement Program.

    Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

    The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

    May be required to successfully complete a probationary period.

    20% Recruitment/Relocation Incentive authorized with a minimum of a one-year commitment. Subject to eligibility, funding and approval.

    CONDITIONS OF EMPLOYMENT & NOTES:

    1. The incumbent of this position description must have, at a minimum, a completed Tier 1 Background Investigation prior to position assignment.

    2. Irregular and overtime hours may be required to support operational requirements or contingencies.

    3. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.

    4. The work requires the employee to drive a motor vehicle, an appropriate valid driver's license is required. Must be in possession of or obtain/retain a Class-A CDL within 120 days of appointment.

    5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

    Qualifications

    GENERAL EXPERIENCE:

    Driver's operate and perform operator maintenance on truck tractors with semi-trailers or full trailers which typically have an approximate gross vehicle weight of more than 14,400 kilograms (32,000 pounds). Couple and uncouple the truck tractor and semi-trailer or truck and trailer, and connect and disconnect the air brakes and electrical lines. Maneuver vehicles within close tolerances when driving and backing over uneven ground and in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks. Drives on public roads (or equivalent) in a full range of traffic conditions and at highway speeds to transport cargo. Also may operate forklifts to facilitate cargo loading/unloading. Direct the arranging of cargo or sometimes assist in this operation to spread the load for best support and to insure the proper unloading sequence. Check to make sure that the cargo is secured to prevent shifting or falling while in transit, and to minimize the possibility of vehicle sway. Select the safest, most direct, and legally allowed route to be followed, and identify alternative routes which may be used if emergency situations arise. Operate vehicles on interstate highways, winding roads, and steep grades and manipulate the dual braking system to prevent the semi-trailer or trailer from jackknifing.

    QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard for the WG-5700, Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

    DRIVER'S LICENSE:

    Must possess a valid state's driver's license.

    COMMERICAL DRIVER'S LICENSE:

    Possession of Class A Commercial Driver's License (CDL) is highly desirable. Include legible copy that shows endorsements with application.

    If not already in possession of, must obtain and retain a Class A CDL with endorsements, within 120 days of appt.

    PRE-EMPLOYMENT PHYSICAL: May exert moderate to heavy physical effort in climbing on tractors to hook up service lines, lower landing gears, and in climbing on the trailer to load or tie down cargo. Must be willing to undergo a pre-employment physical examination.

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

    Skill and knowledge to operate vehicles that have limited maneuverability; have more than one body and two breaking systems; or are over-sized.

    Skill to operate these vehicles over a variety of roads including interstate highways, narrow country roads, and on steep winding grades.

    Because of the size and weight of these vehicles, knowledgeable about turning the vehicles, in evaluating the condition and load limits of bridges, in scheduling weigh points, and in accessing traffic conditions and hazards, locally and over long-distance routes in unfamiliar geographic areas.

    Knowledge of warehousing plans and accepted warehousing methods, procedures and techniques.

    May require normal color vision to differentiate item color codes pertaining to flammability, toxicity and explosivity.

    Legible copy of DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.

    A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed. The certification should also include when terminal leave begins and ends, rank, and dates of active duty service.

    You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA Call Center or online.

    NOTE: Prior to appointment, agency will require veteran to provide a copy of the DD-214.

    VETERANS' PREFERENCE

    To receive preference, veteran must have been discharged or released from active duty in the Armed Forces under honorable conditions (i.e., with an honorable or general discharge). As defined in 5 USC 2101(2), "Armed Forces" means Army, Navy, Air Force, Marine Corps and Coast Guard. Veteran must also be eligible under one of the preference categories below.

    Military retirees at the rank of major, lieutenant commander, or higher are not eligible for preference in appointment unless they are disabled veterans. (This does not apply to Reservists who will not begin drawing military retired pay until age 60.)

    For non-disabled users, active duty for training by National Guard or Reserve soldiers does not qualify as "active duty" for preference.

    For disabled veterans, active duty includes training service in the Reserves or National Guard, per the Merit Systems Protection Board decision in Hesse v. Department of the Army, 104 M.S.P.R.647 (2007).

    Per 5 USC 2108, "war" means only those armed conflicts declared by Congress as war and includes World War II, which covers the period from December 7, 1941, to April 28, 1952.
