SUMMARY:

Under direction, performs a wide variety of advanced journey level professional, administrative, analytical, and coordination duties in support of human resources functions and programs including HRIS (human resources information system), employee relations, recruitment, selection, performance evaluation, training, staff development, classification, compensation, job evaluation, benefits, and policy; to oversee and coordinate assigned administrative processes, procedures, and programs; and to provide highly responsible and complex staff assistance to the Human Resources Director.


PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:


  • Provides professional advanced journey level staff assistance and coordination in support of HR functions and programs including employee relations, recruitment, selection, performance evaluation, training, staff development, classification, compensation, job evaluation, benefits, and policy.
  • Collaborates in the development, implementation, and education of new or revised human resources programs, systems, procedures, and methods of operation; and coordinates activities with other County departments as required.
  • Compiles and analyzes data and makes recommendations regarding human resources programs and systems; assists in the development and implementation of related policies including researching, collecting, compiling, and analyzing information from various sources on a variety of specialized human resources topics; prepare comprehensive technical records, reports, and summaries to present/interpret data, identify alternatives, to make and justify recommendations.
  • Oversees the recruitment process including designing, coordinating, and administering written, performance, and/or oral employment examinations; ensures that exams and interviews are conducted in accordance with Federal and State laws and County policies and procedures; monitors trends, patterns, and opportunities for improvement.
  • Assists with County classification and compensation program maintenance.
  • Participates in the preparation of assigned budgets; maintains/monitors appropriate budgeting and expenditure control.
  • Under the director of the Director, serve as a Workplace Investigator, investigating personnel issues relating to Title VII of the Civil Rights act, EEO, ADA, and other related areas. Serve as an initial intake for employee relations.
  • Serves as HR’s Events Coordinator and oversees events committee(s) to ensure success.
  • Oversees, maintains, and monitors effective use of related information systems applicable to HR including data analysis, maintenance, and complex reporting; updates benefits, and class/comp tables; acts as liaison to IT staff and participates in system implementations, upgrades, and changes; acts as resource to HR department users of HRIS modules.
  • Monitors legislation and analyzes to determine impact on human resources operations and programs.
  • Serves as a liaison with employees, community groups, and other private and public organizations; provides information and assistance regarding HR programs and services; responds to HR procedures questions including promotion, demotion, transfer, pay administration, recruitment, employee status, and other related information.
  • Oversees all employee benefits and leave administration; manages County-wide benefits communications; works with Payroll Administrator to ensure proper processing of pay and status changes, as well as working with benefit providers regarding coverage and enrollments; and assists employees with questions regarding benefits and leave admin.
  • Oversees new hire orientation program; including conducting surveys and studies relative to employee benefits, recognition, and wellness programs; and directs HR staff to execute employee recognition and wellness programs.
  • Reviews the results of background checks for individuals selected for employment.
  • Serves as back-up in HR staff’s absence.
  • Oversees exit interviews, data compilation, and trend tracking.
  • Coordinates and facilities activities for Safety Committee; review claims and indemnity reports for accuracy and completeness; tracks history and current employee activities; coordinates county-wide safety training and ensures individual department safety manuals are current as appropriate.

  • Supports the relationship between the Teton County staff and the public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work issues, County information and HR records, and assures compliance with the confidentiality standards of the Privacy Act of 1974.
  • Acts as the Director of Human Resources, when designated, in the absence of the Director of HR.
  • Performs other Senior HR Analyst duties as required or assigned.
