Perform the duties of Accounting Associate Sr. and perform high level accounting duties for multiple accounts and grants for Cooperative Extension Service (CES) in the College of Agriculture & Natural Resources. Provide accounting expertise and act as main point of contact for all accounting matters for CES.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Perform high level accounting duties for CES. Assist with the development, implementation, evaluation and revision of policies and procedures for CES.
  • Analyze financial information and provide results and recommendations.

  • Serve as resource to CES and outside agencies; determine project/program compliance and accounting of financial transactions; identify and resolve data input and reporting errors; provide information, interpretation and assistance to auditors and other outside agencies.
  • Authorize or reject expenditure/disbursement of sponsored project funds in accordance with applicable statutes, policies and budgetary limitation; research complex data, analyze situation and recommend alternative solutions.

  • Oversee and maintain accounting status of special accounts and financial reports for CES.

  • Process expense reports, purchase orders, inter-departmental transfers, make deposits, pay invoices, submit contracts, and perform other accounting duties in Wyocloud Oracle system in compliance with UW and college policies and procedures.

  • Determine compliance of financial transactions with UW accounting and purchasing regulations for internal and external UW business activities.

  • Interpret University accounting and purchasing regulations for conducting interdepartmental and University-wide business.

  • Submit funding forms, payroll adjustments, and do the hiring for non-benefited positions, graduate assistants, work studies, and interns. Track payroll expense for such hires.

  • Track federal grant funds and monitor expenses, ensure compliance with policies, process corrections for grant compliance, and track other state grants in CES.

  • Perform data entry transactions for all CES accounts and grants and provide reports to supervisor and PIs. Manage detailed financial records for CES including the State 4-H Office, Communications & Technologies (C&T), state initiative teams and CES Administration.

  • Oversee and balance all accounts within CES and utilize PPM and Account Analysis report to reconcile and prepare annual budgets. Assist with budgeting procedures.

  • Prepare complex reports for Assoc Dean and Associate Directors for (CES). Interpret and clarify financial data.

  • Prepare monthly reports, track income, and monthly reconciliations. Assist faculty, staff, and supervisor, with daily operations and other projects that may arise.

SUPPLEMENTAL FUNCTIONS:

  • Maintain filing system for records; review and analyze financial data relative to CES.

  • Attend meetings and coordinate activities within CES.

  • As directed by supervisor, oversee financial operation of CES.

  • May supervise staff or students


MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree in Accounting or MIS/Accounting or Finance or relevant field or combination of education and experience

Experience: 3 years work-related experience

  • Basic, routine and advanced accounting theory, principles and practices.

  • University, federal and state policies, regulations and procedures.

  • Basic, routine and advanced computer applications and computerized accounting systems.

  • Records and time management principles and practices.

  • Basic and routine auditing policies, standards, and procedures.

  • Cash handling policies and procedures.

  • Supervisory and training methods and techniques.

  • Analyze budgets and expenditures ensuring compliance with fiscal policies, accountability, reporting and funding requirements.

  • Balance and reconcile accounts following accounting policies and procedures.

  • Effective clear and concise communication, both orally and in writing.

  • Ability to prepare computerized financial reports and make projections.

  • Maintain and manage accurate accounting records.

  • Work as a team member and foster a cooperative work environment.
