Albany County is seeking to hire a Civil Attorney in the Prosecuting Attorney Office. This is a full-time position with benefits. This position will provide legal counsel for the County, its elected officials, boards and agencies pursuant to Wyo. Stat.§ 18-3-302 to include the following duties and responsibilities:


Minimum Qualifications:

  • Graduated from an accredited four (4) year college/university and from an accredited law school with a Juris Doctor or equivalent degree;
  • Possess 0-2 years of experience;
  • Must be in good standing with the Wyoming State Bar;
  • Possess a valid driving license;
  • Required to work on-call on a rotating basis with the other attorneys in the office;
  • Excellent written, verbal and interpersonal communication skills.

Desired Qualifications:

  • The ability to work as part of a team;
  • Contract and land development experience is preferred.
  • Prefer some trial experience;

Duties and Responsibilities:

  • Represents Albany County in all Wyoming Courts for a variety of civil issues; identifies and subpoenas witnesses, records, and other information required to present the case; compiles and presents evidence; prepares witnesses for trial testimony; brings cases before the court, and argues facts of the case in relation to points of law, case law, and legal precedent.

  • Manages assigned legal cases; develops trial and negotiation strategy, negotiates agreements within designated scope of authority, and litigates and resolves cases.

  • Offers advice and counsel to County officials, advisory boards; applies legal expertise in a variety of legal fields including administrative, contracts, planning and building, torts, environmental, real estate, regulatory, public records, tax issues, zoning and land issues, employment law, election laws, road issues, property tax. and other fields of practice in public sector law.

  • Reviews and develops recommendations for legal decisions, policies, regulations, resolutions, appeals, public disclosure requests, court orders, and other assigned legal matters

  • Drafts and reviews contracts and legal documents as well as enforcement of contracts.

  • Provide legal opinions on questions of law to the County, its elected officials, boards and agencies.
  • Handle sale and purchase of real property.
  • Handle involuntary hospitalization proceedings and directed outpatient commitment of individuals suffering mental illness as defined by State statute;
  • Handle actions where an Albany County employer fails to comply with the State Department of Workforce Services’ order to pay the unpaid wages;
  • Handle actions against individual when a nuisance exists to abate the nuisance by injunction;
  • Handle actions to revoke any Wyoming liquor license or permit for violating State statute;
  • Handle actions against any person violating the State public records and public meeting act; and
  • Handle in rem action involving abandoned vehicles.

Required Knowledge of:

  • County policies and procedures.
  • State of Wyoming civil and criminal statutes, rules, administrative orders, and applicable Federal rules and regulations.
  • Legal case management procedures, tactics, and techniques.
  • Procedures and protocols for trial court, arraignment, and other legal proceedings
  • Legal research methods, techniques, sources, databases, and other research tools.
  • Principles and protocols for the evidentiary gathering of information, documents, evidentiary records, and other data that may be used in court.
  • Duties, powers, authorities and limitations of a Deputy County Attorney, including rules of professional conduct, and standards for ethical behavior.

Required Skills in:

  • Interpreting and applying relevant state and federal statutes, codes, rules, and regulations.
  • Prosecuting and defending cases, developing strategies, presenting legal arguments, and mediating difficult situations.
  • Reviewing and analyzing legal issues and documents.
  • Analyzing and applying civil laws to information, evidence, and other data compiled.
  • Researching and identifying precedence in case law.
  • Utilizing and evaluating electronic legal research and on-line systems
  • Establishing and maintaining cooperative working relationships with co-workers, attorneys, law enforcement agencies, and other participants in the criminal justice process.
  • Operating a personal computer, utilizing standard office software and specialized legal software programs.
  • Communicating effectively verbally and in writing.

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.
  • Expected to be present during office hours of 8:00am to 5:00pm.

Salary Range: $55,000
