Laramie Regional Airport is seeking to hire an Operations Manager. This is a full-time, benefited position. The Airport Operations Manager assesses, evaluates, and coordinates airport operations, activities, safety and security needs and is responsible for day-to-day management of all airport operational functions including: Airport Rescue Firefighting (ARFF); airport facilities, grounds, and building maintenance; FAA Part 139 compliance and general aviation programs.

Minimum Qualifications:

  • High School Diploma and one (1) year of similar experience;
  • Experience managing employees;
  • The ability to complete a TSA background investigation;
  • Experience with Microsoft Office;
  • Possess a valid driving license;
  • Excellent written, verbal and interpersonal communication skills.

Desired Qualifications:

  • Prefer an Associate or Bachelor’s degree or equivalent combination of education and experience;
  • One (1) year of Airport Operations experience or FBO Operations experience;
  • One (1) year of Firefighting experience;
  • Operations Manager Certification through AAA;
  • The ability to lift over 50 lbs.

The Operations Manager will be responsible for the following:

  • Manage airport-run Fixed Base Operation (FBO) services including fuel purchases and sales.
  • Prepare standard operational procedures; ensure compliance with all applicable federal, state and local regulations pertaining to airport operations; develop, review, implement policies and procedures dealing with all aspects of airport operations.
  • Hire, supervise, train, develop, motivate, evaluate performance and discipline operations staff in accordance with the Laramie Regional Airport Employee Handbook and pertinent position descriptions. Consult Human Resources when dealing with personnel matters regarding discipline including counseling, appropriate remedial training and ultimately the ability to release from further employment.

  • Manage the staffing level to ensure sufficient airport staff is on duty to perform operations, including generating of the staffing schedule.
  • Responsible for administering the purchases, collection, and depositing of airport and FBO revenue, and maintaining records of accounts receivable and payable for FBO activities.
  • Manage required inspections, testing and servicing of the aircraft fueling facilities, all airport equipment and personnel protective equipment.
  • Manage the maintenance and repair of aircraft hangars, buildings, tie-down spaces, airfield pavement, navigational aids, lighting systems, and office space with an independent budget coordinated with the airport manager and established by the Airport Board.
  • Ensure subordinate employees comply with operating procedures and workplace health and safety requirements.
  • Prepare daily, periodic and special reports regarding airport operations and activities; maintain accurate records and files.
  • Devise, coordinate, interpret and enforce rules and regulations concerning Airport operations and safety; assist in establishing compliance policies and procedures regarding all appropriate local, state and Federal regulations.
  • Respond to the airport during emergency situations.
  • Manage courtesy vehicle and courtesy services provided to inbound and outbound aircraft personnel.
  • Manage data to web/social media sites that provide daily FBO information and fuel pricing.
  • Perform other duties as required and directed by the airport manager.

Knowledge Of:

  • Airport conditions necessary to conduct airfield safety inspections and to identify and report status.
  • Aviation and airport industry standards, policies, practices, and rules.
  • Federal Aviation Administration regulations, advisory circulars and certification manuals such as FAR Part 139 and CFR 1542.
  • Principles and practices of management and supervision.
  • Budget development and administration.

Skill To:

  • Assure compliance of all relevant federal and state aviation regulatory agency rules and regulations that pertain to safety and security (FAR Part 139 and CFR 1542) as required for an FAA commercially certificated airport.
  • Assist the administration in developing and implementing Airport operational policies and procedures to ensure the efficient operation and optimum safety and security of all facilities.
  • Devise, coordinate, interpret and enforce rules and regulations concerning Airport operations and safety; assists in establishing compliance policies and procedures regarding all appropriate local, state and Federal regulations.
  • Direct the preparation and maintenance of Airside Operations directives and manuals, the Airport Emergency Plan (emergency procedures manual) and the Airport Certification Manual.
  • Provide leadership and supervision of the Airside Operations department, including training, planning, organizing, staffing, and directing Airside operations staff.
  • Respond to employee complaints and grievances; evaluates the performance of subordinates and discusses results with employees; reviews evaluations of staff for consistency and conformance to Airport policies.
  • Oversee the inspection of runways, taxiways, and related aircraft ground operational areas for proper maintenance and safety conditions; evaluates wildlife/bird strike hazards; opens and closes runways and taxiways; ensures that the facility continually operates under certification requirements and applicable federal, state, and local regulations.

Ability To:

  • Plan, assign and monitor work, conduct formal performance evaluations and administer needed discipline.
  • Organize and direct the work of multiple staff in a complex operating environment.
  • Manage and motivate employees from diverse backgrounds, educational levels, specialization and affiliation.
  • Interact with agencies such as the Federal Aviation Administration, Transportation Security Administration, local, state, and federal law enforcement agencies, emergency response services, etc.
  • Make effective decisions regarding Airside Operations during intense or emergency related situations.
  • Listen and communicate effectively.
  • Develop a variety of aviation-related policies, procedures and to establish protocols for same.
  • Exercise tact, self-restraint, judgment, and strategy in dealing with a variety of people, including appointed and elected public officials and others.
  • Identify, research and resolve a wide range of work related problems such as employee grievances and tenant and public complaints and inquiries.
  • Write grammatically correct reports, memoranda, directives, and letters to inform tenants, staff and others of airside policies and procedures.
  • Understand and implement appropriate Federal Aviation Administration regulations and advisor circulars as they apply to FAR Part 139 and 107.CFR 1542.
  • Organize time, personnel and equipment to achieve objectives such as safety and security measures.

Salary Range: $44,000- $46,000 DOE.
