Summary

This position is located in Grand Teton National Park; Visitor and Resource Protection Division in Moose, WY.

The incumbent of this position will perform a wide variety of complex fire management technical support functions, including leading other employees in the collection, inventory, processing, and reporting of data for the vegetation and fire monitoring programs.

Responsibilities

  • Act as field leader and member of a crew which supports the fuels management and prescribed fire programs at Grand Teton National Park and the Bridger-Teton National Forest.
  • Responsible for vegetation sampling in prescribed burns and mechanically thinned forest areas.
  • Establish monitoring plots in a variety of vegetation/fuel types in accordance with established guidelines and directions.
  • Navigate to plot locations using GPS, map and compass, and aerial photographs.
  • Identify plants to species, measurement of trees, and data entry in the field using specialized paper forms or other electronic device.
  • Manage data and quality control in the office using a computer including data input and analysis.
  • Perform duties of prescribed fire operations, wildland fire assignments and/or additional projects as needed.

    Qualifications

    All qualifications must be met by the closing date of this announcement-08/25/2021-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

    SPECIALIZED EXPERIENCE REQUIREMENTS:

    For the GS-7 level:

    Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6);

    OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position such as plant sciences, ecology, botany, natural resource monitoring/management, agriculture, forestry, fire science, fisheries and/or wildlife ecology, fisheries and/or wildlife management, ichthyology, herpetology, entomology, ornithology, mammalogy, biostatistics or other directly related subject matter;

    OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

    Examples of specialized experience are: Reading vegetation and woody fuels monitoring plots by identifying trees, shrubs, and herbaceous plants to species; Making and documenting field observations of fuel loading and plant species height, cover, and density; Collecting and reporting fire behavior and weather data relating to spread rate, flame length, fuel consumption, smoke dispersion, and other fire prescription elements.

    IMPORTANT - PLEASE NOTE: If you are using education to qualify you must submit a legible copy of your transcripts (A copy of your official transcripts will be required before entrance on duty, if selected).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

    For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

    Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.     Additional information

    This announcement will be used to fill positions with a seasonal work schedule where full-time work is guaranteed for at least 24 pay periods and when not working, you will be placed in non-pay/non-duty status for up to 2 pay periods per year. This is based on budget and needs of the unit.

    Physical Demands: In addition to working in an office/laboratory setting, the work involves walking, running, climbing, and backpacking with a load over rough terrain, sometimes for extended periods; lifting moderately heavy items; bending and stooping for long periods; and working under occasionally inclement (i.e.: cold, hot, snow, wind) weather conditions.

    Working Conditions: Work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, biting insects, wild animals, high pollen levels, dermatitis-causing plants, and poisonous snakes. Incumbent may be required to fly in helicopters and fixed wing aircraft, and may be required to work in actual fire situations, which can be hazardous.

    The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
