Duties

Duties include but not limited too:

  • Applies knowledge of Federal and VA Financial Policies and Procedures, Generally Accepted Accounting Principles (GAAP) in the daily operations of the accounting department.
  • Monitor and process daily transactions processed in VA Financial or subsidiary systems, general ledgers or fund control point.
  • Prepare, analyze, and submit a variety of financial reports, statements and reconciliations to facility personnel local management, and other VA staff.
  • Communicates the financial position of services or the Medical Center efficiently and effectively to internal and external staff in a courteous and professional manner.
  • Represents the finance department by serving as a member of facility committees and work groups.
  • Develop material and facilitates training of finance resources to facility personnel of other finance staff.
  • Serve as a back up to other finance staff during periods of absence
  • .Protects all sensitive and confidential information for which they have access to.
  • Review for accuracy, process and follow up all Undelivered and Accrued Service Obligation.
  • Prepares a variety of monthly reconciliations, (such as work in process, personal property, accounts receivable, payables, etc.) to verify the accuracy and the validity of the accounting data and to insure that the subsidiary accounts agree with the official accounting record.
  • Conducts audits/reviews of specific areas (including agent cashier, payroll, etc.) to verify that processes and procedures are efficient and cost-effective and comply with all local, regional and national regulations.
  • Ensures the validity of financial data.
  • Responsible for furnishing to different segments of management pertinent accounting information for use in control of stations funds and for use in helping to develop the station budget plan.
  • Performs other related duties as assigned

Physical Requirements: Primarily sedentary work with some carrying of items such as computer reports, boxes and general office materials.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.



Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position, you must have served 52 weeks at the

GS-5.

For a GS-09 position you must have served 52 weeks at the

GS-07.

For a GS-11 position you must have served 52 weeks at the

GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.



INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR): This position is classified as a Professional/Scientific position and has an Individual Occupational Requirements that must be met to be found minimally qualified for the series. Additional information on the Individual Occupation Requirement can be found on the OPM qualifications website.

  • Education: A degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 Hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

  • Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

MINIMUM QUALIFICATION REQUIREMENT: In addition to the IOR, you may qualify based on your experience and/or education as described below:



GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of accounting practices; methods and techniques required to perform assignments using procedures and practices that are conventional and apply to most situations encountered; Observes and reports on prevailing practices concerning the treatment of selected transactions; Applying accounting regulations, practices, and procedures to all assigned accounting duties.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 year of graduate-level education or superior academic achievement.

Combination

: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and 1 year of graduate-level education or superior academic achievement.



GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of the principles, concepts, and methodology of the profession; Reconciling day- to-day accounts for organizational programs and making adjustments using accounting practices; Identifying and resolving complex accounting transactions that create out-of-balance conditions in financial reports.

Education: To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.


OR


Combination: You must have an combination of specialized experience and 1 year education beyond graduate education.



GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Professional knowledge of accounting theory, principles concepts, cost accounting and auditing standards, methods and techniques; Knowledge of the financial programs in use in the Veterans Administration; Knowledge of ADP systems such as VISTA/IFCAP, PAID/DFAS, and other Financial Management Systems; The incumbent must assure that statements and reports accurately reflect the financial status of station operations; Knowledge of accounting principles, theories, concepts and practices when there is need for an the possibility of improving the accounting system or segments thereof; Knowledge and understanding of management's goals and financial control functions, when there is a need for investigation and/or study of possible problem areas.
