Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities

Administrative Responsibilities

  • Authority for resource allocations within the area of responsibility and ensures the efficient operation of the organizational unit.
  • Has broad and overall responsibility for the service-level department and full responsibility for clinical practice, program management, education, human resource management and supervision for the service, as appropriate.
  • Provides leadership with objective, independent assessments and recommendations for policy, operational and administrative issues and initiatives requiring decision and action.
  • Overall responsible for planning, assessing, and evaluating programs to ensure coordination between care delivered by the program and overall delivery of health care within the facility.
  • Processes data related to program planning and the specialized needs of the Veteran, the service, and the medical center.
  • Assures compliance with accrediting agency and regulatory requirements and assures corrective action is initiated as needed.
  • Ensures policies or issues have been fully coordinated, vetted, and staffed.
  • Maintains interdepartmental relations with other services to accomplish medical center goals.
  • Prepares special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers for the medical center leadership, which may be highly sensitive, confidential, and of a complex nature as requested.
  • Develops policies, procedures, performance standards, position descriptions and functional statements.
  • Conducts performance appraisals and performs other clinical and administrative responsibilities related to management of staff.
  • Sets training objectives and delegates responsibilities to subordinate sections.
  • Provides leadership guidance and consultation to staff.
  • Serves as a consultant to other medical center staff and trainees.
  • Serves on Medical Center, VISN, and/or National VA committees or task forces.
  • Represents Mental Health Service Line on decision-making committees at the medical center.
  • Represents the medical center at professional/program community groups/events and committees.
  • Responsible for coordination of a mental health response in the event of critical occurrences of violence at the facility, disasters, and/or mass casualty occurrences.
  • Develops responses to controlled correspondence at the Medical Center, VISN, and VACO levels, inclusive of responding to elected representatives and the OIG Hotline concerning patient care and other matters of public interest.
  • Oversees the establishment of program monitors and outcome measurements within programs using data-driven quality assurance processes.
  • Responsible for timely completion of all program evaluations and documents required by the Medical Center, VISN, and VACO, ensuring compliance with appropriate accrediting bodies.
  • Has line and staff authority for resource allocations within Mental Health Service Line to ensure efficient operation, prepares annual Budget Call, and monitors oversee Fund Control Points.
  • Consults with and serves as a resource for other service lines and facility leadership concerning the need for the development of mental health services.
Clinical Responsibilities

  • Diagnoses mental health disorders.
  • Performs evaluations for veterans with a variety of mental health disorders.
  • Provides supervision of trainees conducting direct clinical care.
  • Responsible for timely completion of all clinical charting and documentation required by the Medical Center as appropriate and may present outcome data as appropriate.
  • Consults with medical center staff on a wide variety of patient care issues.
  • Remains involved in program evaluation. Has direct administrative and professional supervision of psychiatrists, nurse practitioners, psychologists, social workers, registered nurses, addiction therapists, and administrative staff.
  • Maintains full clinical privileges as a member of the medical staff.
  • Abides by Medical Staff By-Laws for own practice and via oversight for Medical Staff within the Mental Health Service Line.

    Qualifications

    Basic Requirements:

    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
    • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
    • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

    Grade Determinations: Social Worker (Service Chief) GS-14

    Experience and Education. One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

    Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

    Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

    • Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions.
    • Skill in applying legal, ethical, and professional standards to social work practice.
    • Skill in developing, maintaining, and managing social work services in multiple divisions/sections.
    • Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
    • Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements,.
    • Skill in administrative oversight to ensure compliance with social work licensure requirements.
