    Summary

    The Northern Rockies Servicing Human Resources Office (NR SRHO) in Yellowstone National Park, Wyoming, is accepting applications through USAJOBS, to recruit for two permanent, career-seasonal positions of Park Ranger (Protection), GL-0025-09, duty stationed in Yellowstone National Park.

    Duty Locations:

    North District - Housing in Tower or Lamar

    West District - Housing in Madison or Old Faithful

    These are required occupancy positions and federal government housing is provided.


    Responsibilities

    These are non-supervisory positions located within the Division of Resources Management and Visitor Protection in Yellowstone National Park. The primary duty of these positions is the enforcement of the criminal laws of the United States through investigation, apprehension, education, and detention of individuals suspected of or convicted of violating these laws. Appropriate enforcement to protect park natural, cultural, historical, and human resources constitutes the basic reason for the existence of these positions and occupies a substantial portion of the ranger's working time, both in the front country and back country. In addition to the Law Enforcement responsibilities, this position also carries substantial duties providing a full spectrum of emergency services to include EMS (at EMT level or higher), SAR (including technical and swift water rescue), and Structural Fire. Complex wildlife/visitor management duties also play a major role in the day to day duties of the position. Shiftwork, call-outs and overtime can be expected. This work is performed in Yellowstone National Park, a place with superlative resource conditions and ecological integrity that can be experienced in few places on earth. These positions are at the full performance grade level with no promotion potential. Incumbents perform their duties with minimal direct supervision.

    CAREER-SEASONAL: These are permanent, career status positions with a seasonal work schedule which include the same benefits as career appointments, but do not provide work on a year-round basis. You will work for approximately 24 pay periods (11 months in pay status) and you will be in a non-work/non-pay statusfor two pay periods ( 4 weeks).

    The position in the North District will reside in Tower or Lamar. The non-pay status will be one pay period in March and one pay period in November. The position in the West District will reside in Madison or Old Faithful. The non-pay status for this position will be one pay period the first of April and one pay period the end of November.

    PHYSICAL DEMANDS: Must pass a Physical Efficiency Battery (PEB) test once hired. Rigorous field work requires above average physical performance, endurance and superior conditioning. This includes prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring agility and dexterity. Duties often involve working in isolated outdoor environments while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. There is a high-stress component associated with much of the incumbent's work assignment.

    WORK ENVIRONMENT: Works in a northern mountainous area with summer emperatures ranging from 100 degrees to -50 Fahrenheit in the winter. Snow depths during the winter may vary from two to eight feet. Elevation ranges from 5,000 to 11,000 feet above sea level. Will be required to utilize personal protective equipment pursuant to agency and OSHA guidelines/regulation.

    NOTE: General Schedule (GS) and General Law (GL) are two of the same when applying OPM's Qualification Standards. The National Park Service designates GL, only for permanent Park Ranger (Protection) positions within the grade levels of GL-03 through GL-10, which receive a special salary pay rate.

    • New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty.

    • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
    • Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.
    • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You may be required to submit a Motor Vehicle Operator's License and Driving Record.
    • You may be required to complete training and operate a four-wheel drive vehicle.
    • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
    • You may be required to travel overnight away from home . You must obtain a government charge card for travel purposes.

    Qualifications

    To qualify you must meet the U.S. Office of Personnel Management's (OPM) Qualification Standards which include experience and/or education, and all the selective placement factors as listed in the Occupational Questionnaire and outlined below. All qualifications must be met by the closing date of this announcement-06/17/2020-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience.     1. OPM QUALIFICATION STANDARDS FOR THE GS-0025-09: You may qualify based on experience and/or education.

    A. EXPERIENCE: Must have at least one full year of specialized experience equivalent to the GS-07 grade level in the Federal service that has provided the knowledge, skills, and abilities to successfully perform the duties of this position at the GS-09 grade level. Examples of qualifying specialized experience include: Park guide or tour leader, archeological or historical preservation research work, forestry and/or fire management work in a park, recreation, or conservation area. Management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations. Enforcing Federal and local laws and regulations related to criminal activities such as illegal hunting and fishing; vandalism; harvesting of native plants; theft or destruction of archeological resources; cultivation, sale, possession and use of controlled substances; traffic violations on roads, rivers, and lakes; trespassing; domestic abuse; assault; Preparing case incident reports, court documents, and Testifying in legal proceedings; Developing law enforcement and emergency services work plans; Providing emergency services in emergency medical, search and rescue, emergency dispatch, structural fire suppression; Interacting and communicating with park visitors, park partners, other law enforcement agencies, and tribal leaders; and/or Developing and Implementing policy related to protection, conservation, or management of park areas or similar operations.

    B. EDUCATION: Must have successfully completed at least two years (36 hours) of graduate level study in directly related fields such as natural resource management, natural sciences, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects, pertinent to the management and protection of natural and cultural resources. NOTE: If you are using education to qualify, you MUST submit a complete copy of your transcripts. We cannot determine eligibility without this information.

    C. EXPERIENCE & EDUCATION: Must have an equivalent combination of experience and education. EXAMPLE: Six (6) months of GS-07 specialized experience described in A (50% of experience) plus one, and one-half year (27 hours) of graduate level study, in a directly related field as described in B above (50% of education), equals to 100% of the experience requirement. (ONLY GRADUATE EDUCATION IN EXCESS OF ONE-YEAR (18 HOURS) IS CREDITABLE TOWARDS THE EXPERIENCE REQUIREMENT).

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    2. SELECTIVE PLACEMENT FACTORS A-C (SCREEN-OUT): In addition to meeting the Qualification Standards listed above you must also meet all of the following three selective placement factors to be considered eligible.

    A. Maximum Entry Age (MEA) Selective Placement Factor: Applicants for these positions must be at least 21 years of age AND have not reached their 37th birthday prior to the closing date of this announcement. The maximum-entry-age (MEA) of 37 applies. This is a COVERED primary law enforcement position under the special retirement provisions of 5 USC 8336(c) and 8412(d). You must meet at least one of the following four requirements to qualify.

    1) You are 21 years of age and will not have reached your 37th birthday prior to the closing date of this announcement.

    2)You are a current or former Federal employee who is over 36 years of age and have prior covered and creditable service in law enforcement or fire fighter covered (6c) position, that when subtracted from your chronological age, puts your MEA below 37. NOTE: Covered positions are those positions that have been determined to meet the definition of law enforcement officer or fire fighter by OPM or the designated agency official in accordance with 5 USC 8336(c) and 8412(d). You must provide documentation in your application that shows the beginning dates, ending dates, and work schedule for covered federal service claimed.

    3) You are a veteran who is eligible for veteran preference and eligible for a waiver of maximum-entry-age for this position because you are otherwise qualified and meet medical and fitness requirements. NOTE: If you are claiming veteran preference, you must submit proof of your veteran preference. Be advised, if you do not submit this required documentation of your service, you will not be eligible for consideration of this limited waiver of maximum- entry-age.

    4) You are a non-veteran, and have not reached your 40th birthday, and may be eligible for a waiver of maximum-entry-age for this position because you are otherwise qualified and meet medical and fitness requirements.

    B. LAW ENFORCEMENT COMMISSION (Selective Placement Factor):

    3. In addition to meeting the Qualification Standards, applicants must possess or demonstrate the ability to readily obtain a Type 1 Law Enforcement Commission with the National Park Service by the entrance-on-duty date. This requires successful completion of an approved Law Enforcement Training Program. This is demonstrated by a current Type 1 Commission with the National Park Service or an equivalent certification with another DOI agency. You must possess at least one of the following four requirements to qualify.

    1) Currently hold, or have previously held, a FLERT issued Land Management Police Training (LMPT), full Type 1 Law Enforcement Commission or equivalent within the past three years. NOTE: Please indicate your commission number and date, location and date of your last 40-hour refresher training, and the date of your last established proficiency in the use of firearms, in your resume.

    2) Will successfully complete the above Type 1 Law Enforcement Training Program prior to entering on duty. NOTE: Indicate your expected completion date in your resume.

    3) Currently hold or have previously held a National Park Service Type 2 Law Enforcement Commission within the past three years. NOTE: You must indicate your commission number, date and location. Also indicate the date of your last 40-hour refresher training and the date of your last established proficiency in the use of firearms in your resume.

    4) Currently hold a Uniformed Police Training Program (UPTP) and/or its predecessor (Mixed Basic Training Program) basic training certification, AND have a minimum of three years (36 months) of federal law enforcement experience in a position of investigation, apprehension, and detention, as defined by enhanced law enforcement retirement regulations. NOTE: You must show proof of qualifying patrol AND investigative experience in your resume. Failure to submit proof will result in an ineligible rating.

    C. EMERGENCY MEDICAL SERVICES CERTIFICATION (Selective Placement Factor):

    These positions requires a minimum of a current National Registry Emergency Medical Technician, or higher EMT level certification by close of announcement and no lapse in certification upon entry-on-duty. You must have a current and valid National Registry Emergency Medical Technician (EMT) certification, or higher level EMT certification to qualify. Temperatures vary from an average of 70 degrees in summer to sub-zero at times in winter. A school is available, with kindergarten through 12 located in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. A school, kindergarten through 8 is also available in Cooke City, Montana, 20 miles east of Lamar. Day care facilities are available at Mammoth and Gardiner. Many community facilities such as stores, a drugstore, motels, and restaurants are available in Gardiner and Cooke City. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.

Free bus transportation is provided for school children between Mammoth and Gardiner. A school, kindergarten through 8 is available in Cooke City, Montana, 20 miles east of Lamar. Day care facilities are available at Mammoth and Gardiner. Many community facilities such as stores, a drugstore, motels, and restaurants are available in Gardiner and Cooke City. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.

    Madison Junction:Madison Junction in Yellowstone National Park, Wyoming, elevation 6,806 feet, 35 miles south of park headquarters in Mammoth Hot Springs and 14 miles from West Yellowstone. Temperatures vary from 30s to an average of 70º in the summer to sub-zero in the winter. Temperatures of -20º Fahrenheit are not uncommon in winter. Madison is considered to be an isolated post and few winter employees are stationed there. The road to this location is not plowed after the first weekend in November, and the location is only reachable by snowmobile November through March. A snowmobile is necessary to travel to plowed roads to reach local established communities where services exist. A pool of snowmobiles for personal use is available on a reservation system where reservations may be affected by other priorities. Medical services, grocery shopping, banking, entertainment, UPS, and other delivery services are NOT available in the winter in the interior of the park. The US Mail is delivered twice a week or less in the winter. No schools exist in the interior, only outside of the park. Many community services are available at West Yellowstone, Montana, 14 miles driving distance to the west. Although this isolation is acceptable to some employees, many soon find it a hardship for themselves and their families. Reassignment to Mammoth or the West Entrance is not an option.

    Old Faithful:Old Faithful in Yellowstone National Park, Wyoming, elevation 7,365 feet, 51 miles south of park headquarters in Mammoth Hot Springs. Temperatures vary from 30s to an average of 70º in the summer to sub-zero in the winter. Temperatures of -20º Fahrenheit are not uncommon in winter. Old Faithful is a Yellowstone interior duty location. The road to this location is not plowed after the first weekend in November, and the location is only reachable by snowmobile or snow coach November through March. A pool of snowmobiles for personal use is available on a reservation system.The US Mail is delivered approximately twice a week in the winter. Schools are available outside the park. Medical services, a post office, a general store, and service stations are available at Lake in the summer, generally from mid-May to mid-September. Many community services are available at West Yellowstone, Montana, 30 miles driving distance to the west. While there are challenges with life in Yellowstone's interior during the winter, there are also exceptional winter recreational opportunities and few places on earth can rival the superlative resource conditions and ecological integrity experienced in Yellowstone's interior.
