Assistant Program Manager

Title:Assistant Program ManagerThis position will provide support to KBR Program Managers, managing contracts that provide support for Army Programs across the Program Executive Office for Missiles and Space (PEO MS) portfolio. The position includes workforce planning, ensuring contract deliverable requirements are met, helping to monitor subcontractor performance and identifying risks to performance, cost, and schedule while providing recommendations for mitigation. The position will collaborate with program staff to ensure training, OCONUS travel reporting, and CAC processes are executed in support of the project. In addition to direct contract support, this position requires support to senior management as part of the operations team for the Missile, Aviation and Ground Systems Division. These responsibilities include providing oversight for compliance and financial performance of Division projects; leading the development, documentation and maintenance of Division practices; Assisting in the administration of the Division SharePoint; and coordinating support and communications between Division operations and the Defense Systems Engineering Business Unit functional leads.Major Duties include:

Integrate data from programmatic, engineering, test and evaluation, configuration management, and logistics functions in order to develop, update, and maintain contract required documentation, formulate recommendations for decision makers, and ensure compliance and cohesiveness with all required contract and PEO MS relevant guidance, directives, and policies.

Manage task order performance and execute oversight of all activities performed by contractor personnel to include administrative components (i.e. scope, schedule, costs) as well as personnel management of the contracted workforce (i.e. staffing, training, professional development).

Regularly track projects, manage project risks and impact of changes, provide mitigation plans, proactively manage escalation of issues to appropriate stakeholders, and manage mission creep.

Review project team deliverables to ensure quality and adherence to internal and government standards.

Develop strong relationships with customers to understand their needs, to anticipate obstacles to success, and to advocate internally on their behalf.

Assist the Program Manager in support to the customer Requiring Activity and the Contracting Officer Technical Representative.

In conjunction with the Program Manager, provide technical, administrative supervision and guidance for all contractor personnel assigned to the Task Order. Manage relations with sub-contractors for submission and execution of sub-contractor labor.

Provide expert support to the customer through facilitating solutions in response to complex problems and emergent mission requirements.

Maintain current knowledge of relevant technologies and subject areas required by the customer.

Supports contracted workforce CONUS and OCONUS travel and and/or deployments.

Work with recruiters and program personnel for requisitions development, management and interview coordination and skills verification. Oversee staffing process, working with multiple stakeholders to ensure sufficient candidates are identified, vetted and onboarded efficiently. Track staffing actions for contract, utilizing program-developed tools to provide accurate and timely updates.

Provide weekly and monthly metrics for reporting to senior management and customers using MS Excel and other tools.

Develop and continuously enhance processes to improve submittal package quality, optimize process efficiency and maximize candidate throughput.

Establish and maintain positive relationships with business partners, vendors, managers, and employees enabling enhanced communication around all staffing activities.

Possess critical thinking skills and the ability to conduct simultaneous efforts / projects with extremely short completion timelines.

Requirements:Education: Bachelor of Science required with a Master’s Degree in Science or BusinessYears of Experience Required: 10+ years of relevant experience supporting military operations and/or defense acquisition program management offices.Additional Experience Required:

Must have DoD acquisition experience, with specific experience in Army Air and Missile Defense Programs addressing the majority of the major duties previously described

Must be capable of conducting independent analyses, evaluations, and assessments of programmatic and technical issues.

Must have demonstrated experience working individually as well as organizing and facilitating working groups.

Must be proficient in using Microsoft Office products.

Must demonstrate excellent written and oral communication skills and be able to prepare detailed written reports and briefings suitable for presentation to senior leadership.

Must be an US Citizen with an active Secret Security Clearance
