Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, USA with a technical support center in the Philippines that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies.
The Civil Engineer will be responsible in providing repair project development, cost estimate and contract solicitation support for various types of facilities located at Joint Base Elmendorf-Richardson (JBER), Alaska.
This is contingent on the award of the contract.
Key responsibilities:
Serve as primary design manager with other government or contracted disciplines
Site visits and scope confirmation
Perform design development up to the 35% conceptual design level for executing a design-built construction contract (JBER MACC or USACE MATOC requirements contracts)
Prepare the Statement of Work and supporting documents for contract action. Supporting documentation includes: construction/repair drawings; guide specifications; assembly of record drawings; photo documentation; test reports and surveys, etc., as needed to clearly describe the repair work to be performed
Prepare a Level-3 cost estimate using nationally recognized and current cost estimating software/databases
Establish a construction execution timeline to support the contract performance period
Prepare other contracting related documents supporting the solicitation package: transmittal memo; schedules; certifications, etc.
Support the contract solicitation process: lead site visits; answer RFIâs; prepare design addendums; etc.
Support multiple projects simultaneously
Perform other responsibilities associated with this position as may be appropriate
Qualification to be successful in the role:
Bachelor's degree in Civil Engineering
Professional engineer (PE) license
Demonstrated 5+ yearsâ project management experience
Relevant US Air Force experience in engineering project development, programming and design is preferred
Experience in assessing repair requirements in seismic-damaged structures
Strong organizational skills with the ability to prioritize
Knowledge of building codes
Knowledge of construction cost estimating practices
Strong oral and written communication skills
Proficient with computers and standard word processing and spreadsheet software, CADD, and other business/communication technologies
Must be mission focused, embracing a safety culture, team player and communicate well with multiple stakeholders
US citizen with Secret Clearance prior to starting work.
