Contracts Administrator

We are searching for an experienced Contracts Administrator at our Palmer HQ facility.

Primary Duties and Responsibilities:

The Contract Administrator is a designated contract administrator for the Company and is responsible for procuring services as needed in accordance with established policies and procedures. This position will assist in the preparation, review, analysis, risk mitigation, negotiation, coordination, and administration of contracts, agreements, leases, licenses, and most other legal instruments required for services purchased by the Company or for services the Company provides to its customers.

SPECIFIC DUTIES AND RESPONSIBILITIES

Prepares, reviews, analyzes, and negotiates the terms and conditions of contracts entered into by the Company for services, equipment leases, building leases, collocations, consulting, training, licenses, maintenance contracts, etc., required by the Company to support its operations, including those of its affiliates. Initiates contract amendments and addendums as necessary. Coordinates the signing of all contracts and ensures that executed documents and backup information are properly retained in department files in accordance with established policies and procedures.

Helps ensure MTA contracting policies, procedures, and internal controls are managed to promote MTA’s best interests.

Assists Sr Contract Officer in managing MTA’s insurance program. This includes the annual renewal process, coordinating vendor’s Certificate of Insurance (COI), managing the COI database, ensuring COI’s match the contract requirements.

Works with the Sr. Contract Officer to negotiate terms and conditions for contracts. For competitive bids, the Contract Administrator will prepare the bids (including terms and conditions), conduct pre-bid meetings, review submitted proposals, and award contracts, as appropriate.

Works with the Sr. Contract Officer and internal customers to develop standard contact templates for use with services provided by the Company to its customers, taking into account any applicable laws, regulations, or tariffs regarding such services.

Assists Sr. Contract Officer in monitoring Service Level Agreements (SLA) performance for compliance with organizational needs and requirements. This includes working with operations in determining SLA adherence, running reports, tracking outages per contract, and calculating outage charges.

This position also acts as the primary administrator for the contract management database, which includes authorizing individual user access rights to the application. Assists in maintaining the integrity of the contract management database, and managing action items and critical dates. Conducts periodic contract reviews to ensure contract compliance throughout the life of contract.

This position also acts as the primary administrator for the regulatory affairs database which includes tracking reports, updating as reports are completed, and adding new regulatory requirements.

Ensures routing regulatory compliance through federal systems checks, preparing state and federal billings, and sending interdepartmental reminders.

Prepares state and federal regulatory filings in coordination with other MTA departments and subject matter experts.

Required Qualifications:

EDUCATION:

AAS in Business Administration or related area preferred.

WORK EXPERIENCE:

Two years progressive experience in a similar role as a contract administrator, in a professional office environment, preferably in the telecommunications or similar industry.
