General Functions

Under the direction of the Senior Manager, Housing Services, the Manager, Housing Eligibility is responsible for developing a high-performing team, ensuring compliance with housing programs, and overseeing operational efficiency. Focusing on fostering a collaborative and positive work environment, driving strategic initiatives, and building relationships with both internal and external clients. This role will be pivotal in ensuring the department’s goals are met while maintaining a strong focus on customer service and compliance.

1. Team Leadership & Development:

-Set performance expectations, conduct evaluations, provide feedback, and mentor team members.

-Identify opportunities for career growth and develop talent for future leadership roles.

-Oversee recruitment, hiring, promotions, disciplinary actions, and conflict resolution in collaboration with HR.

-Foster a positive team culture through open communication, collaboration, and recognition of achievements.

-Coordinate professional development and training to enhance team skills and performance.

2. Operational Efficiency & Strategic Planning:

-Develop and implement strategies to meet organizational goals and improve team performance.

-Identify inefficiencies, implement process improvements, and ensure optimal use of resources (time, budget, personnel).

-Track performance metrics, report progress to upper management, and ensure alignment with strategic objectives.

3. Compliance & Program Management:

-Ensure compliance with housing program requirements (e.g., LIHTC, NAHASDA, HOME, FHLB) and organizational

policies.

-Review resident files to verify eligibility and maintain updated program knowledge.

-Oversee key program implementations, monitor progress, and complete annual compliance reporting.

-Collaborate with the Operations team to meet programmatic goals, including timely leasing, recertifications, and

documentation.

4. Internal & External Relations:

-Develop client programs aligned with organizational goals and address client concerns to resolve issues before

grievances arise.

- Cultivate relationships with community organizations and agencies to promote partnerships and program opportunities.

- Ensure strong communication within the team and across departments to maintain positive working relationships and

organizational clarity.

Education and Experience

-Preferred certifications (or ability to obtain within 12 months of hire): Housing Credit Certified Professional, Certified

Professional of Occupancy, National Credit Professional, Registered Apartment Manager, Accredited Apartment

Manager (ARM).

-Demonstrated knowledge of housing programs like LIHTC, HOME, NAHASDA, and FHLB, including compliance requirements, or the ability to quickly learn and understand regulatory agreements and legal documents.

-Bachelor’s degree in human resources, Business Administration, Management, Education, or a related field preferred; relevant experience in housing or training may substitute for education on a year-for-year basis.

-Experience working with housing programs such as Low-Income Housing Tax Credit (LIHTC), Section 8, NAHASDA, HUD assisted housing or other similar program experience, preferred.

-Six (6) years of experience working with the public, preferably in housing or program eligibility.

-Minimum of four (4) years of management experience in a relevant field, with a proven record of managing teams

across multiple functions.

-Demonstrated success in strategic planning, project management, and budget oversight.

Current Alaska Driver’s License.

Work Environment and Schedule:

This position is primarily based onsite and requires regular in-person presence to support team operations and client interactions. There may be opportunities for a flex schedule, depending on organizational needs.
