Job Summary:An excellent opportunity exists within the Estimating & Pricing Organization for a Material Operations Analyst. The Material Operations organization resides within Material Estimating & Pricing and is responsible for the development and maintenance of media, processes, alignment, tools, IOTs and proposal audits.Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.Responsibilities to Anticipate:

Proactively lead/support all estimating activities involving Inter-Organizational Transfers between all SBUs

Work cross-functionally with GSCM, PMO and Finance to ensure proposal alignment and adequate flow down of requirements

Perform thorough audits of cost proposals with checklists and analyze BOEs, BOMs, and other supporting proposal artifacts as required to ensure reasonableness and adequacy

Proactively work across the two business to ensure timely support and completion of all proposal activities

Establish and maintain strong customer, user/stakeholder and partner relationships

Develop creative strategic approaches to product pricing with an emphasis on affordability

Lead special assignments that could include efforts to report out data, explore opportunities, look for new approaches, solve known problems, etc.

Develop, maintain and implement improvements to estimating tools and processes

Ensure compliance with FAR and internal estimating requirements (primarily FAR 15.408, Table 15-2), as well as RP-FIN-CAO-004 (Inter-Organizational Transfers) and RP-FIN-CAO-029 (Accounting for Inter-Organizational Transfers)

Basic Qualifications:

Typically requires a Bachelor’s degree in Accounting, Finance, Business Administration, or related/applicable field and a minimum of 5 years prior relevant experience, or an Advance Degree in a related field and a minimum of 3 years’ experience.

Experience with Microsoft Office products

Experience with Excel (i.e. basic formulas, lookup functions, pivot tables, filtering/sorting, etc.)

Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals

T he ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

Working knowledge of TIES-Material or ProPricer

Knowledge and experience with proposal development, price buildup, and estimating and pricing processes

Experience with federal proposal regulations including but not limited to: FAR, DFAR, TINA

Project management and collaboration skills with ability to lead project teams by influencing without direct authority

Demonstrated ability to consistently meeting deadlines in a schedule driven environment

The ability to work well in teams, with peers, and management

Prior experience developing cost proposals and providing negotiations support.

Have a thorough understanding of Estimating Systems, corporate accounting structure and the ability to support Estimating System audits

Prefer direct experience with material BOEs, BOMs, and other supporting proposal artifacts

Working knowledge of SAP (PRISM)

Detail oriented

Possess strong analytical abilities

Demonstrated leadership skills or experience

Strong organization and analytical skills

Strong oral and written communication skills

The salary range provided is a good faith estimate representative of all experience levels.
