This position is governed by state and federal laws and agency / institution policy. Education and Professional Work Experience Minimum Qualifications The formal education equivalent of a bachelor's degree in public administration or a related field ; plus, three years of experience in specialized or a related fiel d . Preferred Qualification Applicant must be proficient in Microsoft Office software and capable of coordinating data entry projects in agency management information systems including Arkansas Job Link (AJL) and the Department of Labor Foreign Labor Application Gateway (FLAG). Job Responsibilities and Expected Results

Key Business Processes/Duties

Responsible for o v erall daily operation of Foreign Labor Certification (H-2A/H-2B) program.

Sends daily list of FLC job orders to staff and partner agencies after downloading from DOL ' s Foreign Labor Application Gateway ( FLAG ) .

Emails FLC emplo y ers to identify deficiencies and required corrective actions , tracks response s , and makes required updates to job orders .

Directl y supervises FLC program and administrative staff. Responsible for filling v acancies and conducting annual evaluations.

Coordinates activities between FLC staff and partner agencie s .

Maintains a system to track and report status of all FLC job orders and housing certifications .

Ensures compliance with DOL rules and timelines pertaining to FLC job orders.

Ensures compliance with ETA and OSHA housing regulations pertaining to FLC housing certifications.

Creates PLC-related Standard Operating Procedures (SOPs) , updates and communicates changes and pr o v ides training to staff and business partners.

Additional Business Processes/Duties

Point of contact for FLC employer questions and to resolve conflicts/complaints.

Provides metrics on FLC job orders and housing certifications to the Program Administrator.

Communicates best practices and tips to FLC employers on an annual basis.

Prepares and delivers PLC-related presentations to state staff , partner agencies and employers.

Assists the Employment & Training Program Administrator as needed to research and interpret laws and regulations and provide information on their impact to the agenc y .

Assists with research , follow up and resolution of FLC worker complaints.

Enters Foreign Labor Certification (FLC) H-2A applications into Arkansas Job Link.

Enters FLC job order clearance and housing certification information into FLAG.

Reviews H-2A related housing inspections to ensure compliance.

Performs other duties as assigned.

This position is governed by state and federal laws and agency/institution policy.FunctionsSupervises administrative support staff by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents in the absence of the Executive Director. Provides staff support for Board meetings, including production of agendas, committee and team reports and informational reports on issues before the Board. Responsible for assisting staff with daily work, reviewing staff assignments and other issues in the absence of the Executive Director. Interprets agency administrative directives, policies, and procedures to ensure consistent application, provides information, assistance, and clarification to Interested parties and assists Executive Director in developing or revising agency directives, policies, and procedures. Negotiates and processes all necessary documents for professional and consultant services contracts and serves as liaison with contractors for the Independent evaluation of the TEA Program as required by statute. Monitors contracts, reviews all reports produced as part of the contracts and represents board at meetings of the Review Committee of the Legislative Council. Meets with state agency personnel, local and field office personnel, and local volunteers working with the TEA Coalitions regarding issues of interest to the Board.
