Analyzes, prepares, and/or recommends multifaceted financial data for the purpose of determining past financial performance and/or to project a financial probability, fiscal impact of management decisions and policies. Reviews, analyzes, and prepares financial information concerning personnel, operations, grants, capital projects, and other expenses to determine budgetary requirements, and solutions to operational issues with statewide fiscal impact. Provides technical expertise and assistance as needed in the development of biennial and annual fiscal programs. Prepares funded budgets, salary projections, and expenditure reports on an annual and monthly basis. Works as the liaison between the DFA Office of Budget and division level CFOs. Attends meetings and provides financial support to executive staff. Education and Professional Work Experience Minimum Qualifications The formal education equivalent of a bachelor’s degree in business administration, public administration, or a related area; plus five years of experience in human resources, budgeting, or a related field, including two years in a supervisory or leadership capacity. Key Business Processes/Duties
Prepares, analyzes, and/or interprets proposed and existing legislation, fiscal laws, budget directives, and policies to implement internal and external directives and provides technical expertise and assistance to department divisions in development of biennial and annual fiscal programs.
Attends legislative committee meetings, tracks legislative recommendations for division level budgets, prepares associated documents for presentation to the General Assembly, and keeps abreast of laws and regulations to maintain compliance.
Performs other duties as assigned.
Oversees development of biennial and annual division level budgets; coordinates the development of new applications and procedures, as needed, to ensure data integrity and proper interfaces between multiple automated systems, by establishing guidelines and schedules for system development and monitoring the progress and validity of updates.
Prepares funded budget schedules, salary projections for department operations.
