Job Description Summary:

About the CollegeCuesta College is located in the heart of scenic San Luis Obispo County, and is ranked by as a top five California community college for 2016. Cuesta College has a rich history of educating San Luis Obispo County residents since 1963. Cuesta College serves more than 10,000 students with an increasingly diverse student body of 55% White, 32% Latinx, 5% Mixed Race, 3% Asian/PI, 2% African-American. Courses are offered online and at three physical sites; the main campus in San Luis Obispo, the North County Campus in Paso Robles, and the South County Center in Arroyo Grande. Cuesta College offers 77 degrees and 64 certificates, including 30 Associate Degrees for Transfers to the Cal State University system with several more transfer degrees under development. The college maintains the highest transfer population to Cal Poly San Luis Obispo. More than 25% of the universities transfer students come from Cuesta College; that's twice as many as any other community college. The college also boasts robust Allied Health and Career Technical Education programs and consistently sends students to compete at the national level in areas such as welding, automotive, public speaking, and more. The college's music ensembles are often in the spotlight, winning an award recently from Downbeat magazine and regularly performing at state, national, and international festivals. In addition, Cuesta's theatre program consistently wins national and international awards from the Kennedy Center. The Cuesta Promise Scholarship has provided a fee-free first year to every new high school graduate in San Luis Obispo County. Starting with the graduating class of 2018, the Cuesta College Promise Scholarship expanded to include a second year of fee-free education. Over 3,000 students have received the Cuesta Promise with over 35% being Latinx and almost 60% being female. In 2018, Cuesta College was also the only California Community College awarded a $2.5 million Title V "Developing HSI Grant" from the US Department of Education to expand educational and vocational opportunities for Latinx students. Cuesta is committed to the Board of Governors California Community College Vision for Success Goals, including eliminating equity gaps within 10 years. The College's Educational Master Plan, Strategic Plan, and Student Equity/Student Success and Support/Basic Skills Integration Plan collectively seek to ensure all students are successful at fulfilling their educational needs. Cuesta College has strong student, faculty, and staff campus engagement including affiliations with the statewide Latina Leadership Network, Central Coast Coalition for Undocumented Student Success, Alpha Gamma Sigma Honors Society, MEChA, Student Veterans Club, STEM Club, and Dreamers Club. Thanks to a $275 million bond measure approved by the voters of San Luis Obispo County in 2014, Cuesta College is repairing aging facilities, updating classrooms, equipment, and technology, and improving programs. Our growing North County Campus opened a new Campus Center in Spring of 2018 and houses a new Veterans Center, EOPS Center/CalWorks/Foster Youth Center, Disabled Student Program and Services (DSPS) office and Student Cultural Lounge. Cuesta will be opening a Dream Center to support undocumented students on both the San Luis Obispo and Paso Robles campuses in Spring of 2019.DEFINITIONUnder the general supervision of the Vice President of Human Resources and Labor Relations, and the direct supervision of the Supervisor, Human Resources/Payroll, coordinate employee recruitment activities. This position serves as the face of the college's recruitment efforts and acts as the equity representative for employee recruitments to ensure an equitable recruitment process ad to promote diversity in the hiring process. DISTINGUISHING CHARACTERISTICSIncumbents serving at this advanced level have, in the regular course of duties, access to, and may possess information relating to employer/employee relations, extensive contact with the public and staff, perform duties that require knowledge of district policies, rules, regulations, collective bargaining contract provisions, Education Code, knowledge of the organizational structure related to recruitment, employee benefits, and have the ability to always maintain confidentiality. Incumbents in this position support student learning outcomes and institutional effectiveness by serving as the Human Resources main point of contact for recruitment, and act as the back up to the Human Resources Specialist for such areas as worker's comp, leaves, retirement, and regular Human Resources routine tasks.

Essential Functions & Qualifications:

ESSENTIAL FUNCTIONS Coordinate all employee recruitment and selection activities for management, faculty, classified, and temporary positions; Innovate the District's recruitment efforts to encourage well-qualified and diverse pools of applicants; Facilitate hiring process for recruitments to ensure that all steps are completed and that required training is provided; Coordinate all aspects of the screening and interview process according to district policies and procedures, collective bargaining, and EEO regulations (pursuant to Title 5, California Code of Regulations); Post positions and maintains the appropriate data in the District's applicant tracking system; train others, as necessary, to utilize the applicant tracking system; Perform research and conduct surveys to determine appropriate advertising strategies and maintain a network of advertising vendors to contact for recruitment activities as necessary; Collect data to assist in development and maintenance of job information to create and develop legally defensible position job descriptions as necessary or required to comply with district standards and legal regulations; Maintain recruitment records and Equal Employment Opportunity (EEO) diversity statistics and assists in completing required reports; Conduct confidential reference checks for individuals, companies, organizations and public agencies as needed while using tact, discretion and analytical ability, to assist in determining potential applicants' suitability for employment; Develop relationships with other institutions in support of the District's recruitment efforts; Arrange for District attendance at recruitment fairs; attend recruitment fairs, conferences, workshops as needed or required; Coordinate the development of orientation and onboarding process for all new employees; Coordinate employee tuberculosis testing and fingerprinting requirements in accordance with District policy and procedures, and state law; Serve as back up to Human Resources Specialist and be able to conduct duties described in the Human Resources Specialist job description including but not limited to; workers compensation, leaves, benefits administration, employment contracts, district salary surveys, etc.; and Perform other related duties as required. QUALIFICATIONSEducation and Experience:Required Bachelor's degree in Human Resources, Business Management, Business Administration, Public Administration or related field and two (2) years' experience in Human Resources, or; Associate's degree with at least five (5) years of increasingly responsible Human Resources experience. Knowledge of: Principles, practices and techniques of human resources in a public agency setting, including recruitments, selection, and equal employment opportunity; job analysis and classification; compensation analysis and administration; interpretation of laws, regulations, policies and procedures; Methods, practices, terminology and procedures used in working with various employee groups of the college, and human resources administration; State and Federal laws, codes and regulations concerning Human Resources and Benefits administration; Inner workings of how HR and Payroll work together; Research methods, report writing and proof-reading techniques; Technical aspects of processing new employees and maintenance of employee's files; Interpersonal and telephone skills using tact, patience, courtesy and professionalism; Record keeping techniques; Educational payroll, retirement systems, group health plans and applicable laws and regulations; Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software; Use of new or additional equipment brought about by new technology that may be incorporated with the level of responsibility and complexity of the tasks required; Mathematical computations with speed and accuracy Data entry and retrieval techniques; Correct usage of English, grammar, spelling, punctuation, and vocabulary; and District policies and procedures. Ability to: Prepare clear and concise reports, correspondence, procedures and other written materials; Interpret, explain, and ensure compliance with District policies and procedures, complex laws, codes, regulations, and ordinances; Establish and maintain and foster positive and effective working relationships with those contacted in the performance of duties; Ability to alphabetize and file accurately; Understand scope of authority in making independent decisions; Determine appropriate action within clearly defined guidelines; Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, organize own work, set priorities and meet critical deadlines; Complete work with constant interruptions; Conduct complex research projects on a wide variety of human resource topics; Operate modern office equipment including computer equipment and specialized software application programs; Ability to analyze transcripts for required degrees, upper graduate level coursework and other related requirements; Compose correspondence and written materials independently; Maintain confidentiality of sensitive and privileged information; Prepare and maintain a variety of manual and automated personnel files and records; and Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities; and Pass exam to drive District Golf Carts. Physical ability to: Read and comprehend printed matter and text and data on computer monitors; Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email; Sit or stand for extended periods of time; reach, push, pull; occasionally stoop, kneel, and bend; Lift and/or carry 25 pounds; and Exert manual dexterity sufficient for keyboard and other office equipment operation.
