Agile Project Manager (Remote)

OverviewGovCIO is currently hiring for an Agile Project Manager for a new program award. This position will be full-time and fully remote.ResponsibilitiesGovCIO is looking for a Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) with Project Management experience to join our team. The candidate should have experience with the Software Development Lifecycle (SDLC) and software development using agile methodologies such as Scrum, DevOps, SAFe, etc. The candidate will also provide project management functions within a fast-paced development environment. An ideal candidate should be able to effectively manage diverse teams and cross-functional stakeholders in a positive and professional manner. Scrum Master / Project Management tasks may include:

Identify, communicate and mitigate risks to the program;

Manage schedule and performance of a program;

Provide oral and written discussion of analytical findings using narrative and graphic forms;

Facilitate and document meetings effectively;

Identify symptoms for process improvement;

Work independently with minimal guidance and supervision;

Act as a leader to our software development team;

Oversee design, implementation, QA, operations, sustainment, and validation of programming code and products, alongside Development Lead and Program Manager;

Create project outlines and timelines and distribute responsibilities to team members;

Facilitate daily scrums, stand-ups, and meetings to monitor project progress and assist in resolving issues the team may be experiencing;

Shape team behavior through excellent management via the agile method;

Ensure milestones are reached and deadlines are met throughout the project lifecycle;

Build strong relationships with stakeholders, application users, and program leaders;

Document progress and communicate to upper management and stakeholders;

Develop and present project briefings;

Manage project goals, scope, requirements, costs, schedule, and/or risks;

Provide recurring or ad hoc project status reports;

Coordinate meeting invites, develop meeting agendas, facilitate meetings, and develop meeting minutes, with the assistance of the Business Analyst;

Maintain document and data repositories - SharePoint, Jira, GitHub, EPMD Tools, and other TBD.

QualificationsRequired Skills and Experience:

Bachelor's with 2-5 years (or commensurate experience)

Experience with diverse IT projects

Experience working as a Project Manager and/or Scrum Master on a Scrum/Agile Team

Strong attention to detail

Experience with Jira and Confluence

Analytical and investigation skills

Competence in Microsoft Suite

Strong verbal and written skills

Positive attitude and willingness to step in, where needed

Preferred Skills and Experience:

Experience working on a VA IT team

Demonstrated experience successfully working alongside remotely located personnel

Certified Scrum Master (CSM) Certification

Certified Scrum Product Owner (CSPO) Certification

Certified Associate Project Manager (CAPM) Certification

Project Management Professional (PMP) Certification

Certified Scrum Professional Scrum Master (CSP-SM) Certification

Certified Scrum Professional Product Owner (CSP-PO) Certification

PMI Agile Certified Practitioner (PMI-ACP) Certification
