PURPOSE and POSITION OVERVIEWDesign, Plan, Develop, Coordinate, and Direct all Information Services in support of Bridges Healthcare and CommuniCare, Inc. clinical and administrative programs and operational activities inclusive of data management and analytics projects to enhance operations and support decision making.DUTIES and RESPONSIBILITIES
Develop and/or oversee all necessary tasks to assure continuation of data analytic development.
Monitor operating costs, productivity levels, and upgrade requirements of data/voice infrastructure
Manage department operational and strategic planning.
Research and operationalize projects to enhance agency data management and analytics capacity.
Assist senior leadership with data integrity maintenance and reporting
Serve as the HIPAA Security Officer
Direct research on potential technology solutions and implementations
Authorize and oversee the deployment, monitoring, maintenance, development and support of all hardware and software.
Develop and implement information technology policies and procedures.
Negotiate and manage vendor and consultant contracts and service agreements.
Supervise, coach and provide guidance to supervisees.
Perform any other department or agency-related duties or special projects as directed by supervisor
QUALIFICATIONS and COMPETENCIESBachelor's Degree in related field strongly preferred; extensive related certifications and experience in lieu of degree will be consideredDemonstrated IT leadership experience with a concentration in Healthcare IT.Demonstrated experience in information technology infrastructure; strategic planning and development; project management; and policy development.Demonstrated experience with data management and analyticsWilling and able to work a flexible schedule.In-depth knowledge of networking and network configurationKnowledge of VoIP/Cloud telephony systemsUnderstanding of SQL or PythonUnderstanding of Data GovernanceCertification in HIPAA Security in compliance with the HIPAA Security Rule and all applicable security lawsExcellent written oral and interpersonal communication skills.Understanding and technical knowledge of current network and PC operating systems, hardware, protocols and standards.In-depth knowledge of applicable laws and regulations as they relate to information technology and client confidentialityAbility to conduct and direct research into IT issues and products.Ability to present ideas in business-friendly and user-friendly language.Highly self-motivated, self-directed and attentive to detail.Ability to lift moderately heavy objects, such as computers and peripherals.Bridges isSTAR-LRP AND HRSA Approved, and some positions may be eligible for loan repayment through these programs.Only candidates whose qualifications meet the requirements of the position will be contacted.No phone calls, walk-ins or third parties, please.We regret that we cannot provide relocation assistance for this position.Affirmative Action
