Job Description SummaryThe foundation of BD’s Public Affairs strategy is to proactively engage with policymakers to enhance our mutual understanding of healthcare needs in support of BD’s purpose of advancing the world of health and the company’s strategy to grow, simplify and empower. For a multinational company like BD, international engagement, cross-sectoral partnership and advocacy in support of a reasonable and predictable operating environment that mitigates risks and enables growth, are critical.The Associate Director, International Affairs leads BD’s efforts to advocate with international stakeholders in support of regulatory policy positions that enable BD to meet its purpose. The role is responsible for leading external public affairs engagement on regulatory policy with health authorities, trade associations, national governments, and multilateral organizations. Develop advocacy strategies for priority regulatory policy issues that span BD’s businesses and regions and have global impact to the Company and its operations. These may include policies that impact BD’s ability to register or market its solutions, meet environmental or sustainability requirements, support efficient delivery of patient care, and operate effectively in the global marketplace.

Work with Regulatory Affairs, Quality and Compliance to identify key external stakeholders relevant to the priority programs and develop strategies that effectively educate policymakers on needs facing BD and the MedTech sector.

Lead external advocacy discussions with select industry groups and coordinate within the broader Regulatory and Public Affairs team so that BD subject matter experts (SMEs) are leveraged and prepared to communicate Company policy positions.

Partner with cross-functional leaders to coordinate SMEs and engagement activities with trade associations and other industry groups on key topics.

Support and oversee the preparation of communications to stakeholders of all levels through various modes of communication including reports, educational summaries, trainings, to keep key BD associates and teams up to date on the latest developments.

Regulatory Strategy

Provide insights into the Public Affairs and Regulatory Affairs organization, and especially the Regulatory Intelligence function, about regulatory trends that may impact BD’s ability to effectively serve customers.

Support the Global Regulatory Policy Council in sensing and prioritization activities and ensure appropriate ownership and follow-up on prioritized regulatory policy issues.

Support the development of policies and position papers that incorporate the needs of BD’s businesses, regions and functions in response to the external regulatory macroenvironment.

Engage with key internal stakeholders to ensure a unified voice in support of BD’s policy shaping initiatives.

Education and Experience:

Bachelor's Degree in life sciences, engineering, health or related field

7 or more years’ experience in Public or Regulatory Affairs or similar function, with at least 3 years developing, implementing or analyzing regulatory policies including successful delivery of regulatory projects, and a strong working knowledge of global regulations.

3 or more years’ experience working with global regulatory and policy making bodies and coordinating activities across one or more regions, including coordinating engagement with private sector, public sector and civil society in support of project execution.

Demonstrated ability to translate organizational needs into strategy, leveraging internal experts, external partners and coalitions to advance policy positions and inform stakeholder actions.

Knowledge and Skills:

Proficient knowledge of official policy development and implementation process

Ability to write compelling policy briefs, letters, and documents that translate complex business specific language into messages that resonate with policy makers.

Strong communicator able to interact effectively with all levels of government, management or global teams and backgrounds in order to identify and articulate opportunities that advance business priorities.

Ability to articulate positions and priorities externally to educate external stakeholders, policy makers and partners while encouraging progress and emphasizing actions.

Keen interest in identifying internal business champions in support of external initiatives and external partnerships that advance Shared Value initiatives.

Demonstrated leadership skills and ability to influence external industry peers in building consensus for regulatory policy positions.
