The Registered Nurse Specialist (RNS) is assigned to provide advanced, comprehensive public health nursing services in the school health program at the Florida Department of Health in Broward County (Department). This is an FTE position that reports directly to the Senior Community Health Nursing Supervisor (School Health Program Manager) and works with the Assistant Director of Community Health and Executive Community Health Nursing Supervisor.Utilizing the nursing process, the incumbent will be required to provide school health services including, but not limited to: independently conduct, coordinate and monitor for quality control and assurance, perform the functions of the school nurse, provide oversight and coordination of health services for assigned schools, identify students with chronic health conditions and promote student health. Additionally, the incumbent is required to assist in guiding Registered Nurses (RNs) contracted by the Department to provide school health nursing services at assigned schools. The RNS works with RNs and school staff to assure school health services are provided in accordance with Florida statutes and local protocols and procedures.Collaborates and coordinates with school nurses, parents, medical providers, and school personnel to meet the health care needs of students. Completes or assures the proper completion of health assessments, Individual Healthcare Plans and Emergency Care Plans for all students with chronic health conditions. Participates in student planning meetings and other school health related committees regarding health/safety concerns when scheduled. Provides and/or assists with health teaching, guidance, counseling and presentations that are directed towards the promotion and maintenance of optimal health.Provides healthcare services to students including: prepares and administers prescribed medications and treatments per District protocols; prepares for medical emergencies; routinely checks AED (Automated External Defibrillator) and emergency supplies for function and expiration dates; performs CPR (Cardiopulmonary Resuscitation) and First Aid as needed.Performs bi-weekly Quality Assurance Site Visits at assigned schools including: Maintains medication and medical supply inventory in health clinic and monitors routinely for expiration dates; Monitors and documents health room and health records for compliance with local school district and the Department’s protocols. Reviews school health practices for adherence to safety policies, procedures, and protocols; Reviews students emergency forms, immunization records, treatment records and medication records. Monitors school compliance for mandatory health screening and immunization compliance according to state guidelines.School Health Program Orientation and Annual Training: In coordination with school district programmatic partners and under the oversight of the Senior Community Health Nursing Supervisor, develops and implements a comprehensive orientation and ongoing annual education program for School Health services staff. Program to address basic competencies in the School Health Service program, as outlined in School Health Services Plan and including, but not limited to: standardized training and competency demonstration for required Health Screenings, including vision, hearing, scoliosis and growth and development; medication administration training; child specific training; the development, implementation and monitoring of nursing care plans; standardized referral and follow-up procedures for identified health conditions; record review procedures; CPR and emergency procedures in the school health setting. Program must also address health information security: All information held in health records is confidential, with access governed by state and federal laws. The incumbent will adhere to all regulations re: confidentiality of client’s personal and medical information. Maintains records of all staff training.Development and Implementation of Specialized Nursing Education Programs in the School Setting – Develops and presents lessons to individuals and groups in the school and community setting in topics including but not limited to asthma, diabetes, epilepsy, and life-threatening allergies. Develop and implement standardized education programs for care of the diabetic student in the school setting; within the parameters of the public health setting, develops relationships with insulin, technology representatives, and advocacy groups to facilitate diabetes training and support to school health program staff. In accordance with Florida Administrative Code, develop and implement standardized education program for care of students with epilepsy and care of students with life-threatening allergies.Follows Communicable Disease Protocols including: Follows District and Department protocols and provides information and guidance on communicable diseases and acts as liaison between school personnel and Communicable disease health professionals at the Department.Collects, compiles and input data into Health Management Services (HMS) as required and submits Monthly School Health Summary reports as requested.Administers vaccines to infants, children and adults as assigned to the immunization clinic.Provides evidence of nursing certification/licensure prior to expiration date and attends all mandatory nursing trainings.Documents progress and/or problem areas and meetings with the RNs and updates supervisor or designee to review status.Reads, answers and acts upon electronic mail directives as required and keeps abreast of technological developments in the Department and School Health. Maintains records and reports, documenting service and care provided as required. Current Licensure as a Registered Professional Nurse in accordance with Chapter 464, Florida Statutes or eligible to practice nursing in accordance with Florida Administrative Code 210-8.22 or 8.27.
CPR certified.
Valid driver's license, free of major infractions and access to an automobile to be utilized for work purposes and receive reimbursement for mileage.
Two (2) years of RN experience working with pediatrics.
PREFERED QUALIFITIONS:
Three (3) years of experience in the development and provision of School Health Nursing health education sessions.
Two (2) years of experience working as a School Nurse in the K-12 sector.
One (1) year of experience providing immunizations in the public health sector.
A bachelor’s degree or higher in Nursing from an accredited college or university.
