GENERAL DESCRIPTION OF CLASSThis professional civilian position involves crime collection, management, analysis, calls for service, and other data to find crime trends, patterns, series, hot spots, and other crime problems. The analyst disseminates this information to the department through reports and assists, if necessary, in developing strategies to address the issues identified. Work is performed with allowance for independent initiative, judgment, and latitude for selecting methods and procedures.This posting will close after the receipt of the first 80 qualified applicants or 2 weeks, whichever comes first.ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS

Prepares and submits weekly/monthly detailed statistical reports.

Attends training.

Disseminates crime analysis/intelligence reports.

Compiles and maintains statistics.

Researches and analyzes criminal activity.

Responds to requests for statistical reports from citizens, businesses, and other law enforcement agencies.

Prepares pin maps of crimes.

Uses Geographical Information Systems to analyze information.

Prepares charts, graphs, timelines, detailed analytical reports, and maps to illustrate crime patterns/trends and statistical findings using various sources and documents.

Works independently with minimal supervision.

Identifies similarities among juvenile-related offenses, revealing commonalities, patterns, and characteristics of current crime problems.

Analyzes the frequencies, geographic and chronological factors, victims, suspect and vehicle descriptors, methods of operation, and physical evidence in determining trends and patterns of related criminal activity.

Evaluates and analyzes criminal intelligence information to predict the capabilities, intentions, and vulnerabilities of organized groups involved in criminal activity.

Provides investigative, analytical assistance as needed.

Gathers, tracks, monitors, and contributes to data systems monitoring gun violence or gun-related crimes.

Develops interpretation, selection, assembly, and organization methods of significant data to perform analysis.

Completes concise reports of conclusions and recommends appropriate solutions based on analysis.

Disseminates information to the proper components of the department and maintains liaison with affected components for evaluation and feedback.

Evaluates, prepares, and distributes intelligence bulletins as governed by statute and department policy.

Researches and studies current literature and keeps the department informed of new concepts, equipment, and programs applicable to statistical tracking in law enforcement.

Works with analysts from nearby jurisdictions.

Prepares Risk Protection Order Workups.

Prepares photo packs as needed.

Updates gang files.

May be required to work overtime or alternate hours and subject to callouts as necessary for the efficient operation of the department.

Position is designated Mission Critical.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTS

Associate degree or sixty (60) college credit hours from an accredited college or university with major coursework in Criminology, Statistics, Computer Science, Crime Analysis, or a related field.

One (1) year of experience in general personal computer applications and the Microsoft Office Suite (Word, Excel, and Access), including report production.

An equivalent combination of education, training, and experience which provide the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.SPECIAL REQUIREMENTS:

Must possess and maintain a valid driver’s license.

Must maintain a valid telephone number.

Must pass a background screening and investigation.

May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:

Requires exposure to a typical office environment.

Requires sedentary work that involves walking or standing some of the time, reaching with hands and arms, exerting up to ten (10) pounds of force regularly, and routine keyboard operations; may be required to sit for long periods.

Visual stamina and acuity to review alpha/numeric data and to spend extended periods looking at a computer screen; regularly required to talk or hear.

The job risks exposure to no significant environmental hazards.

The job requires normal color perception, sense of smell, depth perception, and texture perception.

The first phase will be an Applied Math Test related to the Crime Liaison position. Those who score sufficiently high on the Applied Math test will be invited to the second phase of testing. The second phase will consists of computerized testing exercises related to the Crime Liaison position, including, but not limited to: Excel, Publisher, and Word. Upon completion of the second phase, test scores in conjunction with qualifications will be evaluated. Candidates selected to move forward will be invited to an interview. The interview process will consist of a structured, panel interview rated by subject-matter experts using the Crime Liaison Competency Model. The panel will consist of at least three LPD members.If selected to move forward, you will be invited to complete a biographical interview, conducted by a member of the G.S.S. staff. The biographical interview will consist of a full comprehensive review of the application submitted to confirm accuracy of the information provided. Applicants that are selected to continue in the process will be given information and instructions for the submission of a Personal History Questionnaire, which will be required to move forward in the process.Applicants that are selected for employment will be given a conditional offer of employment. The job offer is contingent upon the successful completion and approval of a Truth Verification Examination (i.e. polygraph or computer voice stress analysis), medical examination & drug screen testing and completed background investigation.A thorough background Investigation will be completed on all candidates prior to employment.The applicant will receive written notice either by mail or electronic mail at each phase of the selection process advising them that they were selected to move forward in the process or that they were not selected. It is the responsibility of the applicant to ensure that the e-mail address provided on the application is correct and to provide any updated information to Civil Service during the application process.Once a decision has been reached to offer the applicant employment OR that the applicant will not be offered employment, applicants will be notified within 30 days. The results of a truth verification examination shall not be used as a single determinant of employment status. Drug Screen:A drug screen of all candidates receiving a conditional offer of employment is conducted and assessed by a qualified professional prior to appointment to probationary status. The drug screen tests for recent usage of controlled substances, either illegal or prescribed substances. Prohibited substances are defined by departmental directives and are available to candidates who have questions concerning prohibited drug usage.
