GENERAL DESCRIPTION OF CLASSThis is highly responsible and specialized technical work dealing with the City of Lakeland's computer systems. Work involves developing, testing, and implementing computer systems and/or programs. An employee in this classification designs, codes, tests, debugs, documents, and maintains systems and/or programs. A number of programmer developer tools may be used to develop applications in conjunction with the City's databases. Should be able to perform most assigned tasks without close supervision. Work is reviewed by appraisal of accomplishments, effectiveness of project completion and conformance to established goals and policies.This posting reflects the essential functions and knowledge, skills, and abilities for Developer, Senior; however, applicants may view the complete job description for Developer on the City of Lakeland's employment page.Developer Pay Range: $70,618.86 - $88,273.58 Developer, Senior Pay Range: $77,680.54 - $97,100.68 ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS

Develops detailed computer programs, systems, and processes related to City government and electric or water utilities.

Develops complex computer programs, systems, and processes using MSSQL or Oracle databases and the City's developer tool(s).

Tests, analyzes, and maintains assigned computer programs, systems, and processes.

Reviews assigned programs, systems, and processes to ensure their correctness.

Maintains necessary records and prepares reports and documentation.

Supports industry-standard approaches to IT development, deployment, and risk mitigation.

Supports continued IT process improvement through the use of standardized industry models and competencies.

Must be able to attend meetings at locations other than primary work location.

May be required to work alternate hours as necessary for the efficient operation of the department.

Position is designated as Mission Critical.

ADDITIONAL FUNCTIONS:

May direct lower-level programmers in planning, designing, modifying or installing systems.

Performs related work as required.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTSQualifications for Developer:

Bachelor’s degree from an accredited four (4) year college or university in Business Administration, Computer Science, or a closely related field

Two (2) years of responsible experience in management information systems, including computer programming and system design.

Qualifications for Senior, Developer

Bachelor's degree from an accredited college or university in Business Administration, Computer Science, or a closely related field

Four (4) years of responsible experience in management information systems, including computer programming and system design.

Four (4) years of experience in programming with GUI/Windows-type development tools.

Six (6) months of team leadership experience.

An equivalent combination of education, training, and experience which provide the necessary knowledge, skills, abilities, and other competencies necessary for success in the target position.SPECIAL REQUIREMENTS:

KNOWLEDGE, SKILLS, ABILITIES AND WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS

Extensive knowledge of two (2) or more current computer programming languages currently used by the City.

Knowledge of standard software packages and computer hardware.

Working knowledge of UNIX/Linux or Windows.

Strong analytical skills.

Ability to develop computer processes using GUI developer tools with Oracle databases and SQL server.

Ability to work within the principles, practices, and project management techniques.

Ability to work within the industry standards for IT development and deployment.

Ability to learn the operation of the City, including the various departments and their functions.

Ability to stay abreast of new technology and apply it to meet the City's future needs.

Highly Skilled in ASP.NET Core MVC development using C#.

Thorough Knowledge and skills in JavaScript development.

Thorough Knowledge and skills in CSS development and Responsive Design.

Thorough Knowledge of developing Web Services/APIs.

Knowledge and experience using Azure Cloud Services.

Knowledge and experience using WCAG 2.0.

Knowledge and experiencing using Business Intelligence and Artificial Intelligence.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:

Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations.

The job risks exposure to bright/dim lights with no significant environmental hazards.

The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
