Overview The Assistant Vice President for ETS Issues Management is a direct report to the Vice President of Technology Risk and responsible for the direction, oversight, and execution of the Issues Management program (to include Events Management) for Navy Federal’s Information Technology department. The position supports the department’s broader, first-line risk management program in effectively identifying, evaluating, and mitigating risks to ensure the confidentiality, integrity, and availability of the credit union’s information assets. The AVP for ETS Issues Management is expected to work closely with the department’s senior leaders, IT teams, and across Navy Federal’s Three Lines of Defense to manage risk issues throughout their entire lifecycle.Responsibilities
Develop and lead the events and issues management programs for ETS, focusing on service delivery while ensuring alignment with the frameworks and requirements defined by Navy Federal’s Second Line of Defense
Establish and implement core work definitions, process flows, and operating models; demonstrate the complete lifecycle and capabilities of the service in alignment with department and organizational goals
Proactively manage timelines, deadlines, and resources to ensure the effective management of issues to include timely risk mitigation, closure of issues, and communication of changes
Manage and maintain the issues population by ensuring risk issues are always rationalized, appropriately risk rated, and prioritized throughout their lifecycle
Partner to track and report on the status of risk issues
Build and maintain relationships with business partners to ensure business and IT operational needs are met
Support and collaborate with executive IT leadership in developing and executing strategic plans
Partner to present consistent, concise, relevant, reliable, and timely information to all appropriate internal and external stakeholders through a variety of media
Partner to establish comprehensive metrics and reporting to evaluate group performance to ensure that goals and objectives are being met
Maintain a high-level of operational efficiency and customer support through proactive management and implementation of continuous improvement initiatives
Maintain knowledge of applicable federal and state laws, rules, regulations, and Navy Federal Credit Union policies and procedures
Stay abreast of industry best practices, standards, and technology changes
Contribute to the preparation and execution of the division Annual Financial Plan
Perform supervisory/managerial responsibilities to include performance management, mentorship/professional development, manage merit pay in accordance with organizational guidelines, succession planning, and selection team leadership and other key personnel
Perform other duties as assigned and occasionally act as VP in the incumbent’s absence
Qualifications
Bachelor’s degree in Information Technology, Information Security, Risk Management, or related field, or the equivalent combination of education, training, and experience
Minimum of 10 years of experience in Information Technology, Information Security, Risk Management or a related field, with at least 5 years in a senior leadership role
Strong knowledge of technology risk frameworks, cybersecurity practices, and regulatory requirements (e.g., ISO 27001, NIST, GDPR)
Significant experience in building and developing risk management strategies and functions
Significant experience establishing workflows to effectively manage risk issues throughout their entire lifecycle to ensure timely reporting and resolution
Expert skill in the analysis of technical issues to recommend, develop, and/or implement risk mitigation strategies
Strong communication and interpersonal skills, with the ability to influence, engage, and collaborate with stakeholders at all levels
Expert skill developing and implementing programs in a leadership role, providing vision and strategic thinking
Professional certifications such as Certified Information Systems Security Professional (CISSP), Certified in Risk and Information Systems Control (CRISC), Certified Information Systems Auditor (CISA), or equivalent certifications
Expert skill in presenting findings, conclusions, and solutions clearly and concisely
Expert skill managing and prioritizing timelines, deadlines, and resources
Significant experience supervising and leading professional IT staff
Strong knowledge of technology processes, risks, and controls
Strong organizational skills with an emphasis on attention to detail
Strong analytical, problem-solving, and decision-making skills
Strong ability to adapt to evolving organizational needs and priorities
Significant experience in applying agile ways of working to risk management practices
Significant experience defining and articulating technology requirements to support risk management functions
Expert skill exercising initiative and using good judgement to make sound decisions
Desired Qualifications
Master’s degree or greater in Information Technology, Information Security, Risk Management, or related field, or the equivalent combination of education, training, and experience
Significant experience in the financial sector and interacting with financial regulators
Significant experience with the use of ServiceNow Integrated Risk Management
Advanced knowledge of Navy Federal's philosophy, functions, operations, and organizational objectives
