Position Overview: This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire an Assistant Deputy Secretary for Medicaid Policy and Quality who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment. This position is responsible for: Establishing goals, objectives and priorities for Medicaid that are consistent with Agency goals and mission. Directing the development of comprehensive Medicaid strategic and program plans that will efficiently and effectively carry out Agency goals and objectives. Directing the development and implementation of uniform policies and administrative rules for the Medicaid program, as well as directing the development of policies, procedures, and guidelines with respect to the bureaus of Medicaid Policy and Medicaid Quality, including oversight of such bureaus. Directing the development, implementation, and maintenance of federal waivers and other authorities related to the Medicaid program and coordinating with the Centers for Medicare & Medicaid Services (CMS) and other parties, as appropriate, on their implementation and approval. Planning for and reviewing procurement documents and contracts in Medicaid Policy and Medicaid Quality to ensure appropriate coordination with CMS and other parties. Directing the design, implementation, and improvement of systems to assure that all services delivered are appropriate to the recipients' needs and are of acceptable quality. Directing the development, promotion, and implementation of Medicaid program policies and service delivery alternatives that improve health care access and cost containment. Directing the design, development, and implementation of Medicaid quality goals and performance measures that align with Medicaid program goals. Participating in the planning, preparation, presentation, and monitoring of the Medicaid budget, to ensure consistency with Agency goals, objectives and priorities, and the most efficient and effective use of local, state, and federal resources. Reviewing and approving Medicaid program spending plans, corrective action plans, and proposed budget amendments for designated areas of responsibility, and Representing the Agency before the Legislature and other governmental and non-governmental agencies. This includes representing the Deputy Secretary for Medicaid in meetings or conferences where authority to make decisions on behalf of the Agency may be required. This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.
