A) 10 years of design and/or development experience with .NET, C#, ASP.NET, Oracle and SQL Server in an n-tier architecture;

B) 3-5 years of cloud development experience;
C) 7 years of .Net 4.5 and higher;
D) 5 years of Visual Studio 2015 or higher;
E) Experience as a project leader

This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Face to Face Interviews:
In the event an interview is requested; 1st round of interviews may be conducted in the in Tallahassee, Florida or via Skype, video, phone or any other electronic means. However, 2nd round interviews will be F-2-F if the client manager wishes to do that.

Telecommuting:
Not an Option for this position. The work shall be conducted onsite with the Department's OIT in Tallahassee, Florida.

Background
As the COVID-19 pandemic shattered all historical records and foreseeable standards for peak demand, RA implemented numerous changes to stabilize operations and deliver RA benefits. Consequently, the Department’s RA program has a need to pursue continuous modernization to re-establish its pre-pandemic direction.
There is an immediate need to complete the migration of infrastructure from the State Data Center and Winter Haven Disaster Recovery sites to a Cloud Service Provider using an infrastructure as a service (IaaS) hosting model. This migration began during the pandemic in 2020 with the implementation of 72 new web servers into IaaS. The immediate need is to continue this transition with a component by component transition to the cloud IaaS environment. Some components will require rework or replacement to perform effectively in the cloud environment. This migration is necessary to ensure that the infrastructure components are positioned to meet normal and peak demand needs utilizing server auto-scaling capabilities, demand-based costing models, and automatic failover and recovery services

Staff Qualifications and Performance Criteria
Contractor shall possess the professional and technical staff necessary to perform the information technology staff augmentation services required by this contract and the staff shall have sufficient skill and experience to perform the services assigned to them.

Applications Development Analyst (Advanced, #1250)
1) Bachelor’s or Master’s degree in Computer Science, Engineering, MIS, or equivalent with programming experience;
2)

10 years of design and/or development experience with .NET, C#, ASP.NET, Oracle and SQL Server in an n-tier architecture;

3) 3-5 years of cloud development experience;
4) Strong background in object-oriented development techniques;
5) Database design and development (Oracle/Microsoft SQL Server);
6) SQL tuning;
7) Experience with development source control (Team Foundation Server);
8) Experience as a project leader on multiple IT projects;
9) Experience as an expert/lead technical role. Experience working various projects/issues of high complexity that require in-depth knowledge across multiple technical areas and business segments;
10) Understanding of Software Development Life Cycle and Agile methodologies;
11) Support production deployments; assist with troubleshooting deployment issues;
12) Assist with branching/merging in support of parallel development requirements;
13) Setup continuous integration capabilities;
14) Setup builds, transformations and deployment configurations for each environment;
15)

7 years of .Net 4.5 and higher;

16) 5 years of Visual Studio 2015 or higher;

17) Develop and Maintain TFS such as build/release automation, branching merging strategies, roles and permissions, custom task creation, TFS-CLI, and build definitions (VSO/XAML);
18) Participate in the Technical Change Control Board activities which include code refactoring, design reviews and ROM estimate for projects and enhancements; and
19)

Experience with on-premise, Azure DevOps and DevOps

Minimally Required Deliverables/Tasks
1) Providing IT support for the .Net systems;
2) Assisting with cloud migration of existing code;
3) Providing services for the Multi Language Translation (MLT) framework; and
4) Providing design recommendations based on long-term IT organization strategy;
5) Developing enterprise level application and custom integration solutions including major enhancements and interfaces, functions, and features;
6) Using a variety of platforms to provide automated systems applications to customers;
7) Providing expertise regarding the integration of applications across the agency;
8) Determining specifications, then plans, designs, and develop the most complex and business critical software solutions, utilizing appropriate software engineering processes—either individually or in concert with a project team;
9) Assisting in the most difficult support problems;
10) Developing programming and development standards and procedures as well as programming architectures for code reuse;
11) Having in-depth knowledge of state-of-the-art programming languages and object-oriented approaches in designing, coding, testing, and debugging programs;
12) Understanding and consistently applying the attributes and processes of current application development methodologies;
13) Researching and maintaining knowledge in emerging technologies and possible application to the agency;
14) Viewing both internally and externally as a technical expert and critical technical resource across multiple disciplines; and
15) Acting as an internal consultant, advocate, mentor, and change agent.
