The Work You Will Do: The Engineering Specialist III position is responsible for providing technical assistance for planning, funding, permitting, and monitoring of resilience adaptation projects, as well as assist in the development of policy and procedures. The Difference You Will Make: The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms, and localized flooding. The program administers the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. The program includes sections devoted to planning, grant and budget management, technical support, and data management. Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position. Incumbent is also expected to actively support and work toward fulfilling the Agency's Affirmative Action objectives.This intermediate position will support the Resilient Florida Program and requires a broad working knowledge of engineering, geology, data science, and environmental science and provides technical assistance for planning, funding, permitting, and monitoring of resilience adaptation projects, as well as assist in the development of policy and procedures. This position requires effective communication and coordination with staff, grant applicants, regional planners, local, state, and federal governmental agencies, and other departmental entities in pursuit of the overall mission to improve resilience to climate change a sea level rise for the state’s regionally significant assets. Specific duties and responsibilities include:

Conducts technical reviews of proposed adaptation projects, resilience related monitoring data, and analysis of vulnerability studies. Provides written comments to the project manager. Participates in meetings as necessary with designated staff to discuss projects and to coordinate completion of technical reviews.

Assists in development and review of data products used to analyze program information and streamline processes. This may involve geodatabases, spatial layers, dashboards, mobile applications, and Salesforce data sources.

Represents the Resilient Florida Program in formal and informal meetings with stakeholders including applicants, consultants, regulators, and the public in discussions related to projects and policy issues.

Assists with the development of guidelines for the review of project data and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.

Assists with resilience related projects and processes in collaboration with ORCP staff and contractors and prepares reports with recommendations for long-term strategies.

Conducts on-site inspections to evaluate project tasks and deliverables, grant compliance and project performance.

Assists in review of grant applications, grant work plans, quarterly progress reports, grant task deliverables, and supporting documentation.

Develops and maintains knowledge, skills and abilities in resilience or engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.

The position also coordinates with the other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

Skilled in methods of collecting, compiling, organizing, and analyzing data.

Ability to demonstrate a working knowledge of administrative and project management principles and practices.

Ability to become proficient in database management practices.

Ability to develop data products to streamline data analysis.

Skilled (high proficiency) in the use of current personal computers and applications, particularly the entire Microsoft Office Suite

Ability to communicate clearly and effectively both verbally and in writing.

Ability to establish effective working relationships and negotiate effectively.

Ability to become proficient in ArcGIS desktop and mobile applications .

Ability to apply critical thinking for planning problems.

Ability to independently exercise sound judgment performing duties.

Ability to consistently demonstrate positive and effective teamwork.

Ability to handle multiple tasks and manage time efficiently.

Ability to provide technical assistance to Department staff, local governments, and other external stakeholders.

Ability to represent the Department on committees and provide effective presentations

Minimum Qualifications:

A bachelor’s degree from an accredited college or university; and two (2) years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.

Maintain a valid driver license.

Ability to travel.
