This position serves as a data analyst and contract liaison with the agency contract lead for the Market Regulation business units. This position monitors compliance with Title XXXVII, Insurance (Chapters 624-651) and the applicable rules contained in the Florida Administrative Code (FAC).The primary duties of this position include but are not limited to:

Coordinate workloads between the Life and Health and Property and Casualty Market Regulation business units and consult with the Market Research and Technology unit, Legal, and other business units within OIR

Formulate solutions or alternative methods for streamlining data calls, processes, communications, templates, data analysis, and data dissemination

Prepare activity reports and conduct reviews of data outputs to ensure proper coding prior to public dissemination of enforcement actions

Provide consultation and assistance in the review of data calls and in the non-filer process for data reporting which may include direct communication with insurers and other regulated entities to determine statutory compliance

Generate reports that support recommendations for enforcement actions

Conduct annual Market Analysis Review System (MARS) Level 1 reviews required by the NAIC to identify insurers that may require additional regulatory intervention activities

Evaluate the appropriateness of records management activities for both business units

Collaborate with the Market Regulation business units on monthly Notice of Issues (NOIs) received from the Department of Financial Services, Division of Consumer Services to determine if statutory violations occurred

Maintain and update process manuals, as necessary

Collaborate with the Deputy Commissioner and Market Regulation senior management for annual strategic examination planning to to ensure compliance with the examination methodology prescribed in Rule 69O-138.003, Florida Administrative Code and ensuring examinations are conducted in accordance with s. 624.3161, Florida Statutes, and the Market Regulation Handbook promulgated by the National Association of Insurance Commissioners (NAIC)

Generate exam planning documents

Develop scope of service agreements and contractual deliverables for specified examinations

Participate in the selection process of contracted examination firms for market conduct examinations

Generate reports and evaluate contractor examination activities relating to contracts including timeline, deliverables, and budgets

Analyze the work performed by contractors, providing feedback and recommendations for the following examination year

Perform other duties as required.

Minimum Qualifications for this position include the followingREQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the methods of data collection and analysis.

Knowledge of basic computer skills to Include Microsoft Word, Excel, Access, PowerPoint and Outlook.

Ability to collect and evaluate data to develop alternative recommendations, solve problems, document workflow, and other relating to the improvement of management practices.

Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Ability to conduct fact-finding research.

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to plan, organize, and coordinate work assignments.

Ability to write and communicate effectively.

Ability to establish and maintain effective working relationships with others.

Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures.

Ability to read and understand contracts.

Ability to plan, organize, and coordinate multiple, complex projects.

Special Notes:

Preference will be given to those applicants with: 1) a Florida Certified Contract Manager (FCCM) certification; and/or 2) knowledge of the state's competitive bid process.

The annual salary for this position is $60,000.00.

Employees of the Office of Insurance Regulation are paid on a monthly pay cycle.

This is a non-remote position located in Tallahassee, FL.
