MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the basic principles of personnel administration.

Knowledge of the Family Medical Leave Act and Family Supportive Work Program.

Knowledge of Attendance and Leave policies.

Ability to understand and apply applicable rules, regulations, policies, and procedures related to discipline, grievances, discrimination complaints, EEO matters, and Attendance and Leave.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively verbally and in writing.

Ability to independently process large volumes of detailed information accurately and timely.

Ability to compose correspondences.

Ability to deal with customers positively and effectively.

BRIEF DESCRIPTION OF DUTIES:

Administers the Department’s Family Medical Leave Act (FMLA) and Family Supportive Work Program (FSWP). Reviews requests to determine eligibility, sends approval/denial notification to employees via e-mail and letter. Maintains records of FMLA/FSWP for accountability.

Assists with the intake and processing of ADA requests.

Responsible for reviewing all the agency’s disciplinary actions and making recommendations. Conducts fact-finding regarding infractions and advises Employee Relations (ER) Supervisor of relevant facts. Coordinates with the ER Supervisor, Legal, and Chief of Human Resource Management to prepare disciplinary intent and final action letters. Responds to routine inquiries regarding discipline. Reviews discipline recommendations, accurately analyzes, summarizes, and documents case facts. Prepares accurate discipline letters, ensuring compliance with applicable time requirements, rules, and procedures.

Assists with the grievance process for both career service and collective bargaining grievances. Coordinates with ER Supervisor to serve as the agency representative at grievance meetings and coordinates with management to prepare grievance responses.

Analyzes and accurately prepares recommendations and written responses ensuring compliance with applicable time requirements. Works with the Department of Management Services, when necessary, on Step 3 grievances and/or arbitration proceedings.

Provides support for processing discrimination complaints. Assists with reviewing discrimination complaints and coordinates referrals for investigation of complaint allegations in accordance with assigned timeframes. Coordinates complaint recommendation and review process, adhering to appropriate deadlines.

Responsible for completing the quarterly and annual DAVID audit reports. Will act as the Bureau of Human Resource Management’s (BHRM) Point of Contact for DAVID inquiries.

Responsible for the semi-annual review for specific Department employees that use a State-owned, leased, or rental vehicle while conducting Department business on a routine basis.

Responsible for reviewing redaction of all BHRM documents after Management Analyst I has completed initial review.

Performs other duties as required.
