Job Description
The duties and responsibilities assigned this position are highly technical in nature, combining the skills and functions of a managing accountant and analyst. The duties of this position require sophisticated and complex accounting analysis and report preparation for the completion of timely and accurate fiscal reports. This position is responsible for supervising the department contracts, leases, contractual purchase orders and grants for the department and the auditing functions necessary to ensure the prompt payment of invoices pursuant to the State Statute working independently with minimum supervision. This position operates independently and with little supervision and is responsible for providing a fiscal review of grants and contracts, leases and contractual purchase orders. Audits invoice documentation to ensure compliance with departmental, state and federal rules, regulations and statutes .
Specific Responsibilities
Interpret and administer State and Federal Laws, Rules and Regulations pertaining to the fiscal activities of State and Federal Programs.
Plan, direct and coordinate a program for continuous development and training of subordinate accounting personnel covering fiscal requirements and reports.
Responsible for organizing and presenting multiple trainings throughout the year for the program offices and grantees.
Responsible for assisting with Florida PALM (Planning, Accounting and Ledger Management) training for the state grants section.
Knowledge of State and Federal guidelines and publications necessary to aid in the preparation of required reports and to provide technical assistance and consultation to program personnel on the interpretation of Federal and State Laws and Regulations for related programs and in the preparation of State plans and grant applications for assuring financial administrative requirements.
Assist in the review, examination and preparation of initial analyses of state plans, policies, manuals, requests for proposals and grant applications to various U.S. Departments, assuring compliance with Federal and State Laws and Regulations, for modification, approval or disapproval.
Preparation and completion of management, State and Federal reports, including the review and analysis of source documents. Also, the review of employee’s financial report submissions for accuracy prior to final approval.
Review project and grant applications, plans and awards from Local Education Agencies, Community Colleges, Universities and prime sponsors for accuracy of fiscal information and compliance with State and Federal laws and regulations.
Review grant expenditure reports submitted by agencies for accuracy and compliance with approved budget and reporting requirements.
Provide necessary assistance to the Auditor General and other Federal and State auditors in their review of departmental accounting records.
Travel as often as necessary to monitor and provide technical assistance to various agencies participating in a variety of State and Federal programs.
Provide accounting technical support to the Bureau of Contracts, Grants and Procurement, Program Offices and our grantees.
Assists with the payment of building leases and all contract and contractual direct order invoices.
Process lease payments and annual lease payment reconciliation for year-end financial reports.
Assists staff responsible for maintaining the financial information of department of contracts, leases and contractual purchase orders.
Process encumbrance and disbursement entries into FLAIR as needed.
Process state projects as needed.
Responsible for handling problems, issues, and questions from the Department of Financial Services.
Directs periodic examinations for fiscal operations to see that proper accounting procedures and controls are being maintained.
