PURPOSE: This scope of work is for a Technical Business Analyst, The Department of Financial Services is transitioning from their legacy financial system to a modern solution called PALM – Planning, Accounting, and Ledger Management System. This transition impacts Department interfaces and systems that currently interface with DFS legacy application. This SOW will provide staffing resources to implement the required system remediations. The Contractor will provide these services to the (Department).

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and
experience:
5.1 Technical Business Analyst
5.1.1. Ten years of experience as a software development project Business Analyst.
5.1.2. Ten years of experience with facilitating meetings.
5.1.3. Five years of experience with software testing.
5.1.4. Ten years of experience documenting process flows.
5.1.5. Five years of experience creating and reviewing ERDs
5.1.6. Five years of experience creating user guides.
5.1.7. Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other
related field. Or equivalent work experience.
5.1.8. Deep understanding of business and technology requirements collection methodology
5.1.9. Familiarity with programming languages such as SQL, .Net, Java.

RESPONSIBILITIES:
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1. Technical Business Analyst
6.1.1. Submit a monthly activity report to the Department’s Contract Manager documenting all
activities performed.
6.1.2. Schedule and facilitate meetings; including agenda and minutes preparation, as directed by the
Department.
6.1.3. Manage the data collection and tracking of functional and technical requirements for system
remediations as directed by the Department.
6.1.4. Prepare process flow charts, as directed by the Department.
6.1.5. Prepare application test cases, conduct application case tests, and track test status as directed
by the Department.
6.1.6. Prepare training documentation and deliver training to users, as directed by the Department.
6.1.7. Maintain and monitor the project Risk, Assumptions Issues and Decisions (RAID) log, as directed
by the Department.
6.1.8. Prepare documentation for all aspects of the Software Development Life Cycle (SDLC), as directed
by the Department.
6.1.9. Prepare and maintain Scrum related documentation as directed by the Department.
6.1.10. Document application modifications and additions daily as coding tasks are assigned by the
Department, and store in a document repository.

CONTRACTOR TRAVEL REIMBURSEMENT:
Reimbursement for travel expenses is authorized only when approved in advance by the Department Contract Manager.
