POSITION DESCRIPTION: Performs duties for the acquisition of district design-build contracts in accordance with all applicable laws, rules, regulations and procedures. This includes but is not limited to developing and maintaining contract acquisition schedules for design-build contracts; making changes when necessary; developing project advertisements for posting on websites; preparing statistical data for use in long-listing, short-listing, and selection of design-build contracts; coordinating all procurement activities with project managers and Technical Review Committee (TRC) members to accomplish fair and competitive selection of the design [1] build firm; and providing instructions to project managers and Technical Review Committee members. Tracks and reports procurement activities needed to achieve scheduled and unscheduled design-build commitments within required deadlines. Ensures compliance with Chapters 287.055, 334.30, 337.025, and 337.11, Florida Statutes (F.S.); Florida Administrative Code (F.A.C.) Rules 14-75, 14-22 and 14-91; and applicable Florida Department of Transportation (FDOT) procedures that also successfully meet requirements, priorities and needs of the FDOT. Ensures timely completion of procurement activities.

Coordinates Design-Build procurement related meetings such as pre-proposal, Alternative Technical Concept (ATC) meetings, Technical Advisor Presentation, Page Turn, Question and Answer (Q&A) session, Selection Committee, etc. as required. Organizes and schedules public meetings and acts as moderator for required public meetings. Prepares public meeting minutes as required.

Assists with the request for proposal (RFP) packages by instructing project managers and/or general engineering consultant (GEC) support staff in writing RFPs and specifications to ensure required content, proper format, and legal enforceability. Prepares and issues addenda to Design Build Request for Proposal. Prepares, issues, and executes Stipend Agreements for Design Build projects as required. Ensures that the review and approval of procurement related information by Central Office, such as planned advertisements, formal advertisements, Request For Proposals, addenda, Technical Review Committee makeup, etc., occurs prior to its release. Ensures Memo funds approval is obtained prior to Design Build formal advertisement.

Reviews information in Professional Prequalification Application (PPQ) and Contractor Prequalification (CPQ) and performs responsiveness check of Design Build Firms’ submittals as it pertains to Expanded Letters of Interests (ELOI), Technical Proposals, and Price Proposals. Distributes proposals to the Technical Review Committee in a timely manner. Prepares evaluation criteria and distributes to the Technical Review Committee for the evaluation of the short-listed firms. Prepares selection packages for Phase I selection meetings and Phase II final selection meetings. Manages contract data using various Department database systems including Procurement Development Application (PDA), AASHTOW are Project BidsTM software (American Association of State Highway and Transportation Officials), the Department’s contract management database for managing construction and maintenance project/contract data, and Bid Questions and Answers Enterprise System.

Prepares, issues, and executes Low Bid Design Build, Adjusted Score Design-Build, and Phased Design [1] Build Agreements as required. Performs quality assurance/quality control throughout the entire design [1] build process and on all contractual documents. Negotiates Phased Design Build agreements.

Protest Participation: Participates in contract mediation and protest settlement actions by compiling, organizing, and submitting protest information as directed. Participates in good faith effort committee meetings and depositions regarding protests as required. Coordinates and provides status of protest information to Florida Department of Transportation staff and appropriate contractors as required.

Enters and maintains required information in the Florida Department of Transportation Florida Accountability Contract Tracking System (FDOT FACTS). Maintains desktop procedure and instructions and updates as needed. Assists with public records requests related to Design Build.

Performs duties of Professional Services contracts under Florida Statute 287.055.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles and practices of procurement; Knowledge of contract development processes and technical terms in contracting and accounting; Knowledge of principles and processes for road and bridge, and construction contracts; Knowledge of contract language; Knowledge of price analysis; Skilled in Negotiation tactics; Skilled in using various business data management systems; Ability to review contract documents for accuracy and completeness; Ability to evaluate contractor bids and proposals for responsiveness

MINIMUM QUALIFICATIONS: An associate's degree from an accredited college or university and three years of non-professional or professional business experience; or a bachelor's degree from an accredited college or university and one year of professional business experience; or a master's degree from an accredited college or university. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education. Florida Certified Contract Manager (FCCM) or Engineering Intern (E.I.) license can substitute for 2 years of experience.
