Operations Technician (part-time)

The Operations Technician has four primary tasks: Newscast Directing, Newscast Audio Operator, Media Center Operator and Master Control Operator.

Operates studio cameras and field cameras for live and taped events

Composes and frames shots, applying the technical aspects of light, lenses and camera settings to achieve the effects sought by directors, station management, other personnel

Adjusts positions and controls of cameras to change focus, exposure and lighting as requested by the directors, station management, other personnel

Operates audio equipment for live and taped events

Operates computer editing systems, electronic titling systems, video switching equipment, and digital video effects units to produce a final product

Collaborate with the director and studio staff to coordinate the action in the studio

Builds and decorates the set and/or provides props used for production

Assist in the installation, operation and maintenance of sound recording equipment

Operate studio graphic systems during broadcast/production

Provide audio production-related support as needed and may work with outside production facilities

Assist in digital media productions, liaising with appropriate departments

May convert analog recordings, film, or printed materials to digital format

Maintains and stores equipment, records and tapes

Requirements & Skills :

Degree in Communication or related field, or equivalent training and/or experience

Experience in television, film, or post production preferred but not required

Must be able to interact well with video journalists, anchors, videographers, news managers, production and engineering staff

Detail oriented

Excellent communication and organization skills

Responsibilities: Provide on-site technical expertise and capability to plan, program, budget, execute and facilitate reconciliation of assigned budgets for HQ Staff. Review and track budget allocations and expenditures, maintain financial records for all financial documents for current and prior Fiscal Years, contracts, government credit cards and Defense Travel System (DTS) travel documents. Track lines of accounting, fund cites, and other data elements and conduct proactive engagement, collaboration, and communication (both orally and electronically) with the Directorates/Special Staff. Track government funding documents, process reimbursable MIPRs, establish reimbursables in the accounting system, and coordinate with the staff on the management of the reimbursable funds. Confirm accuracy of the automated system database information, using various computer software and web-based programs to produce required financial documents. Assist with preparing annual spend plans to allocate appropriated funds to individual requirements, and with the development of narrative justifications statements and presentation materials for budget submissions and unfunded requirements (UFRs). Perform a weekly analysis of actual expenditures compared to planned usage, evaluate funds availability to achieve balance of approved objectives and determine where reprogramming actions may be necessary. Align requirements to appropriate sources of funding and develop, package, process, and track financial data/results. Participate in review, validation, and funding recommendation meetings for execution year UFRs, process Journal Vouchers and Standard Form 1080/1081 accounting under direction of government oversight. Monitor current and prior year de-obligations, identify discrepancies, and ensure corrections are made in the financial system. Assist with clearing the open document list and working the dormant account review quarterly (DAR-Q). Monitor, analyze, and reconcile current and prior year commitments and obligations. Coordinate and follow-up with the contracting offices to obtain obligating documents and contracts. Requirements: 3+ years of experience with defense financial management practices and procedures Bachelor\'s Degree in a finance, accounting, or business-related field Ability to communicate orally and in writing at the 4-Star Combatant Command level Security Clearance: Security clearance requirement applies to the position Preferred: Designation as a Certified Defense Financial Manager a plus Financial Management experience in a Combatant Command HQs a plus Experience with Joint Planning processes a plus Knowledge of and experience with automated financial systems and analytic processes and tools to assist in decision making
