Overview:Job Title: Program Manager Job Location: Tampa, FL Security Clearance: Active, in-scope US Government issued Top Secret clearance with SCI Eligibility Due to the nature of the work and contract requirements: US Citizenship is required . Job Responsibilities:Trace Systems is actively recruiting for an experienced and cleared Program Manager to join our team on-site in Joint Base Andrews, MD. The PM is the overall manager for the contract effort and shall serve as the Contractor’s authorized point of contact with the Contracting Officer (KO) or the KO’s designated representative (COR). Duties to include:

The PM shall be responsible for successful management of all contract activities and shall interface with Government management personnel, Contract managers, and all subcontracting team members.

Implements required ITIL elements cohesively across a geographically distributed Enterprise IT Team, as a Service Strategy Subject Matter Expert

Formulates and reviews DoD customer strategic plans, subcontracting strategies, and deliverable items.

Determines contract costs and ensures conformity with contract terms and conditions.

Organizes, directs, and coordinates planning and production of all Contractor and subcontractor personnel, and is ultimately responsible for the delivery of enterprise IT services, projects and operational sustainment as defined in the contract scope.

Must possess excellent oral and written communications skills with a demonstrated capability for dealing with all levels of Government management personnel, Contractor managers, and other Government representatives.

Provides enterprise leadership, direction, and management support.

Responsible for planning, supervision, and execution of all aspects of contract performance, executive level direction, scheduling, and technical performance while requiring require strong interpersonal and communication abilities.

The position requires strategic thinking and the ability to synchronize priorities across the global enterprise while improving mission operations and customer satisfaction.

Ensures that all contract deliverables are delivered on time.

Manages and controls effort and interfaces with the KO, Contracting Officer’s Representatives (CORs), and Government technical monitors to ensure excellent performance.

Interacts with Contractor personnel to provide guidance, leadership and direction. Proactively identifies and resolves problems in a timely manner, gathers and analyzes information skillfully, and develops alternative solutions.

The PM is the supervisor to all Contractor program staff regarding operations. Implements and provides guidance related to processes and policies, and oversees Contractor and subcontractor work.

Organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks.

Manages teams of contract support personnel at multiple locations.

Maintains and manages the client interface at the senior levels of the client organization.

Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs.

Contributes to the development of new principles and concepts. Works on unusually complex technical problems and provides solutions which are highly innovative and ingenious.

Develops advanced technological ideas and guides their development into a final product.

Establishes and maintains relations with senior-level customer and corporate leadership

Develops overall program strategy, tactics and goals

Manages the Contractor and subcontractor staff, including the number of staff, final hiring and termination decisions, and staff development and mentoring

Works with third-party vendors

Develops the internal systems and processes required to efficien tly perform assigned duties

Minimum Qualifications:

15 years’ experience in the last 20 years managing systems or IT functions in a Federal government, multinational or joint service environment, with 5 years’ experience as a PM or senior technical project manager on an IT system implementation.

10 years’ experience in an IT technical discipline - that is, information assurance/cybersecurity, systems design and architecting; network engineering, or IT systems engineering.

Active, in-scope US Government issued Top Secret clearance with SCI Eligibility

Due to the nature of the work and contract requirements: US Citizenship is required.

Certification as Project Management Professional (PMP)

Experience and strong familiarity with ITIL Service Strategy

CASP

Desired Qualifications:

Experience and strong familiarity with ISO 20000 process implementation and application within Enterprise IT support organizations

Experience with application of IEEE standards for systems engineering

Experience with application of ISO standards for software development

Experience with implementation of Knowledge Management systems

Education:

Bachelor's Degree in a relevant discipline (e.g. Computer Science, Business, Electrical Engineering, Information Technology, Finance).

MS Preferred
