Job Description

Huntington Ingalls Industries (HII) Technical Solutions Division (TSD) is seeking a Computer Systems Architect and Software Engineer to be the Project Engineering Lead in support of our DOD Intelligence customer.

HII Defense & Federal Solutions is a business group within Technical Solutions; a division of HII that delivers professional services to a wide variety of government and commercial customers worldwide.

HII DFS has over 3700 employees worldwide who deliver critical services to our DoD, IC and Federal / Civilian customers across six business areas : Cyber and Intelligence, ISR, Next Generation IT, Logistics and Operations, Integrated Product Support and Training, and Fleet Sustainment.

Essential Job Responsibilities

Serves as the Project Engineering Lead and senior technical advisor for a DOD intelligence customer and reports to the Project Manager.

Designs and develops communications and network solutions to support interoperability and information sharing across multiple commercial and Department of Defense networks;

both classified and unclassified.

Designs the technical infrastructure to include computers, software, web portals, Internet and intranet connections, firewalls, servers, and systems security.

Including definition of interfaces, service levels, and system verification testing.

Defines and documents system requirements, interfaces, service levels, and system verification and validation (V&V) testing.

Supervises installation, integration, verification testing, and lifecycle maintenance (including troubleshooting) of the infrastructure and its components and leads the technical research and development, process improvement, and long-term system road mapping.

Works closely with the lead intelligence analyst, data scientists and data engineers to ensure the IT infrastructure adequately supports all performance requirements for data collection, processing, storage, analysis, visualization, and dissemination.

Participates in meetings with various product vendors (e.g., mobile data analytics, analytics platforms / tools, databases, web-services) and advises on best of breed selection of products and the most cost effective integration or modification to fit within the existing infrastructure.

Oversees and makes modifications to software components as required to support systems integration and data transformation.

Oversees infrastructure systems administration, configuration, and information security.

Develops and delivers cost estimates for proposed changes to the infrastructure and its roadmap.

Prepares and delivers oral presentations on all infrastructure related plans and issues and makes sound and timely recommendations.

Minimum Qualifications

15 years relevant experience with Bachelors in computer science, engineering, or related technical field; 13 years relevant experience with Masters in related field;

10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.

At least 10 years’ experience, within the last 15 years, as a chief engineer, systems architect, software engineer, or systems engineer leading systems level analysis, requirements generation, modeling, integration, and Verification and Validation (V&V).

At least 3 years’ experience, within the last ten years, developing, acquiring, and delivering ISR and analysis support in a joint DoD, Department of State (DoS), or Director of National Intelligence (DNI) environment.

COMPTIA Security+ certification or CISSP certification

Experience with multiple operating systems (e.g., UNIX, Linux, Windows, Cisco IOS)

Experience designing APIs and system interfaces

Proficient in two or more computer programming languages

Experience in ETL processes; including document parsing techniques

Processing and managing large data sets (multi PB scale)

Clearance : Must possess and maintain a TS / SCI clearance

Preferred Requirements

Masters in computer science, engineering or related technical discipline

Multi-threaded, big data, distributive cloud architectures and frameworks including Hadoop, MapReduce, Cloudera, Hive, Spark, Elasticsearch, etc.

for the purposes of conducting analytic algorithm design and implementation

SECDEVOPS environment and CI / CD automation systems (Jenkins, Selenium, etc.)

Telecommunications, long haul circuits, satellite communications, and fiber optic links.

Trouble-shooting in very complex distributed environments including following stack traces back to code and identifying a root cause

NoSQL database such as Neo4J, Titan, Mongo, Cassandra, and hBase

AWS Services (EC2, Network, ELB, S3 / EBS, etc.)

Web services environment and technologies such as XML, KML, SOAP, and JSON

Management / tracking utilities such as Jira, Redmine, or similar

Running Internet facing or Service Level Agreement (SLA'd) auto-deployed environments

Real-time media protocols (Real-time Transport Protocol (RTP), Secure Real-time Transport Protocol (SRTP))

Data transfer systems such NiFi

Text processing : NPL, NER, entity retrieval (e.g. Solr / Lucene), topic extraction, summarization, clustering, etc.

Certification from an Agile certified institute, International Consortium for Agile, Scaled Agile Academy, Scrum Alliance, Scrum.

org, International Scrum Institute, ScrumStudy, Project Management Institute - Agile Certified Practitioner, or similar XP / Scrum certification or training is desired
